What is the St. Faith's Conservation Area?

This area covers the historic core of Havant Town Centre, which is based around the intersection of North, East, South and West Streets and encompasses some areas of 19th and 20th century suburban development and a former parchment works, adjacent to Homewell Spring. This area was originally designated in 1994 and was last reviewed in 2007.

Why is the conservation area being reviewed?

We are required to review conservation area from time to time to ensure it remains fit for purpose.

What does the review include?

As part of the review, we are asking to any feedback on the three main parts of the conservation area designation:

  • Character Appraisal
  • Management Plan
  • Boundary Revisions

Character Appraisal

A conservation area character appraisal is a specific document which outlines the reasons for designating a conservation area and identifies its special architectural and historic character, which is the reason(s) for its designation. It assesses a wide range of elements which in combination, contribute to the special character of the conservation area. These elements include; topography, street patterns, architectural features / materials, historic development, open space, landscaping, public realm, street furniture, boundaries, views and gateways. It can also define character areas within a conservation area, reflecting a certain period of time, or style of building. It also identifies listed buildings and non-listed buildings, which make a positive contribution to the character of the conservation area. Management Plan

Once the special architectural and historic character has been defined within the character appraisal, a conservation area management plan can be produced. This provides guidance for the ongoing management of the conservation area in terms of preserving and / or enhancing where possible. This includes specific objectives or recommendations, which seek to manage and improve the area such as improvements to the public realm, addressing harmful alterations to buildings, promoting good shopfront design, guidance on new development and guidance on sustainability.

It is common practice that the character appraisal and management are contained within the same document known as a ‘Conservation Area Appraisal and Management Plan’ (CAAMP).

The CAAMP document is written in draft form before going out to a public consultation to seek the views of the local community and any interested consultees prior to any formal adoption. More information can be found on page 44 of the St. Faith's CAAMP.

Boundary Revisions

When carrying out a review of a conservation area, it is also necessary to review the existing boundary. This can be in response to a number of factors such as; unmanaged incremental changes since the last review, which have over time, diluted the character of an area, or the boundary may have been drawn too tightly originally, or the special interest of a feature may not have been evident to a previous assessor.
