Havant Borough Council’s Arboriculture Team determine applications for works to trees subject to tree preservation orders or within conservation areas and provide expertise to the council on related matters.

If you wish to get advice on works to trees, please contact a competent tree surgeon or arboriculturalist in the first instance.  If you require advice relating to a protected tree or trees as part of a larger planning application, a chargeable service is available on demand.

If you wish to enquire whether a tree is subject to a Tree Preservation Order (TPO) or is within a Conservation Area, please use the ‘Where I live' page, find the address and click ‘My Maps’.  Under the Environment drop down list, tick Conservation Area or the TPO options for information.  If you click on any dot or highlighted area, the information will be displayed.

If you are unable to find the information you require, you can contact us at planning.development@havant.gov.uk or treeofficer@havant.gov.uk where you will need to give the address, postcode, location and type of tree and we will be able to tell you if the tree is protected.

If you are buying a property the presence of a TPO should be shown by the search of the local land charges register.  A copy of a TPO can be obtained from us at planning.development@havant.gov.uk.

For enquiries relating to trees in public streets and verges, this is likely to be a matter for the Hampshire County Council Highways Office. Please contact Hampshire Highways via their website www.hants.gov.uk/roads or telephone 0300 555 1388 or tweet them @Hantshighways.

For enquiries regarding trees at properties which are owned by a housing association or Portsmouth City Council enquires should be made to the relevant organisation.

If you believe tree works have caused harm to wildlife, such as nesting birds, this would be in breach of the Wildlife and Countryside Act 1981 and is a matter for the police.

If your query is about high hedges, they are covered by the Anti Social Behaviour Act, 2003.
