Havant Borough Council is responsible for the licensing and regulation of hackney carriages (taxis) and private hire vehicles within the Council's district. Further information on each licence can be found on our website.
The Council’s revised Hackney Carriage and Private Hire Licensing Policy was adopted on 20 September 2023 by Full Council. The revised policy introduces changes to the licensing process for drivers, vehicles and operators, and therefore applicants and current licensees are encouraged to read the policy and guidance notes carefully.
Residents, businesses and those in the taxi trade have been invited to have their say on updates to this policy. The public consultation on these suggested changes is open from Monday 7 September to Monday 19 October 2026.
