Havant Borough Council is responsible for the licensing and regulation of hackney carriages (taxis) and private hire vehicles within the Council's district. Further information on each licence can be found on our website. 

Consultation on Hackney Carriage and Private Hire Fees (2026-27)

The Council reviews its licensing fees every year to ensure that they accurately recover the cost of delivering hackney carriage and private hire services. The Council is required to consult on any changes to vehicle and operator fees, in accordance with the Local Government (Miscellaneous Provisions) Act 1976. 

Notice is hereby given that Havant Borough Council proposes to vary the maximum fees for hackney carriage and private hire vehicle licences, and private hire operator licences, as per the attachment below: 

Any objections to the proposed variation should be sent in writing to Licensing and Animal Welfare Team Leader at either licensing@havant.gov.uk, or Public Service Plaza, Civic Centre Road, Havant, PO9 2AX to arrive on or before 28 November 2025 (within 28 days of the notice's publication). 

Hackney Carriage and Private Hire Licensing Policy

The Council’s revised Hackney Carriage and Private Hire Licensing Policy was adopted on 20 September 2023 by Full Council. The revised policy introduces changes to the licensing process for drivers, vehicles and operators, and therefore applicants and current licensees are encouraged to read the policy and guidance notes carefully.
