Before planning your event, ​you must please contact eventsHBC@havant.gov.uk to ensure the area of land you want to use is available and suitable for the type of event you are proposing ​and complete the expression of interest form.

We can not accept any event requests with less than eight weeks notice.

If you are holding your event on a public highway or road or if your event includes the sale or supply of alcohol, regulated entertainment or late night refreshment, then at least 12 weeks notice is required. This allows enough time for the legal process to be completed. Please submit your traffic management plan with your application form.

You must send a comprehensive risk assessment, including precautions taken to prevent the spread of infectious diseases for full consent for your event to take place. ​You must also send us a copy of your Public Liability Insurance (PLI). If we are not satisfied with these documents, we cannot permit the event to go ahead.

Please note Havant Borough Council requires a minimum of £10 million PLI for any event taking place on Havant Borough land.

After we receive your completed application and supporting documents, it will be sent to the Havant Borough Council Safety Advisory Group.

This group consists of representatives from the Police, Fire and Rescue Service, as well as other relevant council departments such as Licensing and Traffic.​

Hampshire County Council has provided a range of guidance to help you in planning your event.

You will be notified once a decision has been made on your application.

Bouncy castles, inflatable equipment and amusement devices

The Health and Safety Executive (HSE) have revised safety guidance for those supplying, buying or hiring inflatable play equipment such as bouncy castles. This can be found at: https://www.hse.gov.uk/entertainment/fairgrounds/inflatables.htm

This guidance outlines clear requirements for constant supervision and tests and inspections of inflatables by competent and qualified persons to ensure the safety of those operating and using such equipment. 

Havant Borough Council is unable to grant permission for the use of inflatables, including bouncy castles on its own land. This is because the council does not have suitably qualified officers and resources to undertake supervision, and cannot delegate this responsibility to external operators without significant risks.
