Location (ward and area): Hayling Island (Hayling East Ward). In particular, footpath 101 linking Shute Close to Legion Field.

Type: pedestrian / cycle improvements, improving access to schools.

Total cost range: £40k - £75k, funded by HBC Community Infrastructure Levy (project 326).

Main programme dates: CIL awarded autumn 2024. Preliminary design completed summer 2025 identifying additional requirements and need for more funding. Additional CIL funding awarded autumn 2025. Detailed design complete in spring 2026, tender late spring 2026, on site mid to late summer 2026 (all future dates subject to external approvals, ecology and design finalisation).

Project description: the scheme provides an upgraded surface and increase in width of footpath 101 linking Shute Close to Legion Field, in particular the north entrance Mengham Junior School, and the path to Hawthorne Grove. This will make the route ‘all weather’ and particularly assist people on foot to access the school and improve the link to the upper part of Elm Grove. This is a small part of an east-west route identified in a 2017 feasibility study intended to reduce peoples’ reliance on using cars for local trips.

Current status: the project is fully funded for delivery. We need to carry out site clearance in February to allow the main build later in the year to not be restricted by disturbing nesting birds in the undergrowth. The land on which most of the path rests is owned by Hampshire County Council and the necessary licence to carry out this site clearance has not yet been signed off – obviously we can’t go onto someone else’s land without permission. Once the site clearance is finished, we will complete our design work, tender the project to contractors, and aim to have the upgraded path complete in time for the summer holidays.
