The consultation on the Publication Building a Better Future Plan has now closed.
The council held a consultation on the Publication Building a Better Future Plan consultation which took place between Monday, 20 July 2026 and 5pm on Wednesday, 9 September 2026.

The council would like to thank everybody who made a representation. All representations will be published by the Council on this webpage and forwarded to the Planning Inspectorate in due course.
What happens next?
Officers are currently reviewing all representations and supporting documents submitted through the consultation.
The council will submit all Regulation 19 consultation responses to the Planning Inspectorate, together with a summary of the main issues raised through the consultation.
The Local Plan is expected to be submitted for examination before the end of 2026.
What is a Local Plan?
A Local Plan forms the starting point in every planning decision. The plan sets out the vision for future development in the borough, identifies what areas should be developed, and what requirements and standards apply to development proposals.
Every area in England and Wales should have an up-to-date Local Plan in place and review it at least every five years. The council is preparing ‘The Building a Better Future Plan’ which will set out how the borough should be developed into the future. This will be the new Local Plan for Havant Borough.

The Building a Better Future Plan will address the needs and opportunities for development in the borough, and set out how much, what type and where development will take place. Critically, the Plan also sets out the infrastructure which will be needed to support the Local Plan and the environmental safeguards that will be put in place.
Call for Sites
The limited available land for development in Havant Borough means in practice the 'Call for Sites' never closes. Interested parties are therefore encouraged to submit potential sites for consideration through the Local Plan process at any time. Please note that at this stage in the plan making process, the council is unable to make any changes to the Plan, but the Inspector may recommend modifications to it. Any sites submitted will be considered by the council in the next update to the Strategic Housing and Economic Land Availability Assessment (SHELAA) which is updated at least annually.
