Building a Better Future Plan Consultation
The public consultation on the draft Building a Better Future Plan is now live and we are encouraging all residents, visitors and stakeholders to submit your views on the proposals.
This Plan – otherwise known as the Local Plan - sets out how the council will decide, manage and shape development in our borough and includes proposed sites for allocation where development could take place.
This consultation is live between Tuesday 6 May and Tuesday 1 July 2025.
We are also consulting on the Waterlooville Town Centre Supplementary Planning Document (SPD) – a framework for the regeneration of the town centre - and St. Faith’s Conservation Area Review at the same time.

Want to find out more about the Plan or have any questions? The council is running a series of exhibition events around the borough for anyone to learn more about the Plan, ask our officers questions and provide your feedback on the proposals.

How to take part
The best way to have your say on the Draft Building a Better Future Plan is by completing the online survey:
Submit your views via the online survey
The time taken to submit your view will vary depending on what points you’d like to raise, but we’d recommend a minimum of 20 minutes for the process.
This survey also provides you with the opportunity to have your say on the Waterlooville Town Centre SPD and the St. Faith’s Conservation Area Review.
Do you know someone who is not online? Not a problem! If anyone you know is unable to access these online materials, paper surveys are available for collection from all libraries in Havant and the below community centres. These are available to collect with a pre-paid envelope so can return your response for free.

What is a Local Plan?
A Local Plan forms the starting point in every planning decision. The plan sets out the vision for future development in the borough, identifies what areas should be developed, and what requirements and standards apply to development proposals.
Every area in England and Wales should have an up-to-date Local Plan in place and review it at least every five years. The council are preparing ‘The Building a Better Future Plan’ which will set out how the Borough should be developed into the future. This will be the new Local Plan for Havant Borough.
The Building a Better Future Plan will address the needs and opportunities for development in the Borough, and set out how much, what type and where development will take place. Critically, the Plan also sets out the infrastructure which will be needed to support the Local Plan and the environmental safeguards that will be put in place.
Call for Sites
The limited available land for development in Havant Borough means in practice the 'Call for Sites' never closes. Interested parties are therefore encouraged to submit potential sites for consideration through the Local Plan process at any time. Please note that any sites submitted at this stage will not be considered for inclusion in Draft Local Plan. Any sites submitted now and/or during the forthcoming consultation will be assessed at the next stage of plan production (Pre-Submission).
If you have already submitted a Call for Sites submission in 2022, you do not need to re-submit information you have already given us. The submission forms are provided below for any new sites. Please use the relevant response form/s below and email: planning.design@havant.gov.uk
