A parking fine is also know as a Penalty Charge Notice (PCN).

These are issued when your vehicle breaks parking regulations such as:

  • parking on double yellow lines - issued by Hampshire County Council
  • not displaying a valid pay and display ticket in a car park - issued by Havant Borough Council
  • parking alongside a dropped kerb - issued by Hampshire County Council
  • parking more than 50cm from the kerb - issued by Hampshire County Council

Havant Borough Council has powers to operate civil parking enforcement in its car parks, and employs Civil Enforcement Officers to ensure parking schemes are followed.

PCNs are issued under the Traffic Management Act 2004.
