A parking fine is also known as a Penalty Charge Notice (PCN).
These are issued when your vehicle breaks parking regulations such as:
Havant Borough Council has powers to operate civil parking enforcement in its car parks, and employs Civil Enforcement Officers to ensure parking schemes are followed.
PCNs are issued under the Traffic Management Act 2004.
Please ensure you include your PCN number which starts with HV or VA followed by 8 digits/letters.
Pay a parking fine online (This link will show as an East Hampshire District Council webpage, however, please be assured that you will be paying your fine issued by Havant Borough Council).
You can pay a parking fine using the automated payment line: 0345 452 0150. Calls are charged at 3p per minute plus your phone providers access charge.
This is available 24 hours a day, 7 days a week.
To pay by post, please send a cheque made payable to Havant Borough Council to: Parking Services, The Plaza, Civic Centre Road, PO9 2AX
If you feel that you have been issued a PCN incorrectly you may challenge it in writing.
If you make a challenge during the discount period (14 days from date the PCN was issued) this will be extended whilst we review your case - you are not allowed to make repeated challenges in order to extend the discount period.
If we accept your reasons for challenging the PCN, we will cancel the PCN and no further action will be taken.
If your informal challenge is unsuccessful, our reply will explain how you may make a formal representation by way of the statutory appeals process.
This process will start when you receive the Notice to Owner from us (this will be sent 28 days after the PCN was issued).
We are only permitted to reconsider the issue of a PCN based on a limited list of nationally standard circumstances.
This procedure applies across the whole of England (except London) and ensures that the rules are applied consistently and without favour.
