At a meeting of Full Council on 17 December 2025, the Waterlooville Town Centre Masterplan Supplementary Planning Document (SPD) was formally adopted, marking a major milestone in the long-term regeneration and future of the town centre.
The adopted Masterplan SPD provides a clear framework for future development, investment, and public realm improvements in the town centre. As a Supplementary Planning Document, it will now be a key material consideration in planning decisions and help guide development that reflects the ambitions and needs of the local community.
This formal adoption represents the culmination of extensive engagement with the people who know Waterlooville best: residents, businesses, community groups, visitors, and a wide range of stakeholders, whose views and ideas have shaped the vision and aspirations within the document. Engagement began in late 2023 and continued throughout 2024 and 2025 with a series of walking tours, the Festival of Ideas, exhibitions, and consultation on the Draft SPD. The council is grateful for the time, energy and thoughtful contributions made by so many during this process.

The Masterplan reflects the voices of our community, drawing directly from the insights shared by residents, local businesses and stakeholders throughout a thorough engagement programme.

Following adoption, Havant Borough Council will now move forward with wider implementation activity, partnership working, and opportunities to attract investment to bring key projects identified in the Masterplan to life.
