Carers may be eligible for a Council Tax discount or exemption, which is separate from the Carer's Allowance benefit itself.
The discount is based on the number of adults in a household who are "disregarded" for Council Tax purposes, not directly on receiving Carer's Allowance.
Eligibility for a carer's discount
You (the carer) can be "disregarded" (not counted as an adult resident for Council Tax purposes) if you meet all of the following criteria:
- You live in the same property as the person you care for.
- You provide care for at least 35 hours a week.
- You are not the spouse, partner, or parent of the person you care for (if they are under 18).
- The person you care for receives at least one of the qualifying disability benefits, such as:
- Personal Independence Payment (PIP) daily living component at any rate, or
- Adult Disability Payment (ADP) daily living component at the highest rate, or
- Disability Living Allowance (DLA) care component at the middle or high rate, or
- Scottish Adult DLA care component at the middle or high rate, or
- Child Disability Payment care component at the highest rate, or
- Attendance Allowance at any rate, or
- Pension Age Disability Payment at any rate,
- Armed Forces Independence Payment
It does not matter whether or not you get Carer’s Allowance or Carer Support Payment, and you may be eligible regardless of your income or savings.
How much can you save?
The discount amount depends on how many people in the household are counted for Council Tax purposes after the carer is disregarded:
- 25% discount: If only one adult resident remains "counted" for Council Tax purposes after all eligible persons (carer, disabled person, etc.) are disregarded.
- 50% discount: If all adult residents in the property are disregarded.
