The Development Consultation Forum is a platform for a developer to share their proposal with the council and interested community groups along with the public before moving onto the planning application stage.

About Development Consultation Forums (DCFs)

These are meetings held in public which are facilitated by the council regarding specific development sites. These provide an opportunity for a developer to present their proposal for a site, followed by views from representatives of local community groups and questions from Councillors.

These meetings help to inform discussions at the pre-application stage and identify issues at an early point of the process, allowing the developer to shape an application in response to community issues.

A DCF does not replace the normal planning application process and has no role in determining any potential application. If and when a planning application is received, the standard 21 days public consultation period (or 30 days for development with an Environmental Impact Assessment) will apply.

As part of a DCF, we invite feedback to be passed along to the developers for their consideration during the pre-application period. 

The meeting is held in public but is not a public meeting and therefore only invited speakers, councillors and officers can contribute.

Any person with views on the proposal is encouraged to contact their Councillor or community representative. Members of the public can attend the forum to listen to the debate, with the option of completing feedback forms or emailing their feedback to the Planning Services team after the meeting.

Southleigh DCF

At the request of Bloor Homes, a Development Consultation Forum (DCF) meeting in relation to a development proposal for the Southleigh Strategic Site took place on Tuesday 27 January 2026 at the Public Service Plaza (Civic Centre Road, Havant, PO9 2AX) between 5pm and 8pm. 

This meeting was relocated from the Emsworth Baptist Church due to an unforeseen issue. 

This meeting was facilitated by Havant Borough Council on behalf of Bloor Homes prior to the submission of a planning application, and provided an opportunity for residents and community groups to hear about the proposal, as well as provide feedback directly to the developer.

Feedback for the developer

In line with the DCF policy, members of the public are not able to ask questions as part of the DCF meeting. Anyone with a question is encouraged to contact their local ward councillor ahead of the meeting date to request that they ask their question(s) to the developer at the DCF, in their role as a community representative.

This is not the final chance to provide feedback on the proposal for the Southleigh site. 

The DCF is an addition to, and does not replace, the normal planning application process. This would proceed as normal upon the receipt of a planning application, giving interested persons the opportunity to comment as per the normal processes on any application received.
