Waterlooville Town Centre Supplementary Planning Document (SPD)

The SPD (or Supplementary Planning Document) is the final phase of the work undertaken to put together the Waterlooville Town Centre Masterplan.

Over the past 18 months, extensive engagement has been conducted in Waterlooville to hear from residents, businesses, visitors and users on what they want to see in their local town centre. Find out more about this engagement in the Masterplan section below. 

From this feedback, the Masterplan has been created to set out a vision for the future of Waterlooville. The next step is the formal adoption of the SPD, which will allow this Masterplan to meaningfully inform development and investment decisions going forward.

Not online? Not a problem! If you or someone you know is unable to take part in the online survey, paper copies of this survey can be collected from Waterlooville Library or the community centre situated in the ASDA car park, with pre-paid envelopes that allow you to return your response for free.

In addition, we are holding the below events in the conservation area that you can attend to view the materials, speak with our officers and have your say on this consultation. These events are taking place as follows:

  • Wednesday 21 May 2025 – St. George’s Church Hall, Waterlooville, 3pm to 7pm
  • Saturday 21 June 2025 – St. George’s Church Hall, Waterlooville, 10am to 4pm

Waterlooville Town Centre Masterplan

Since January 2024, Havant Borough Council has been developing a masterplan for Waterlooville Town Centre. Using an external project team of planners, designers and architects, the masterplan has provided a vision and a plan for future regeneration.  It will be used to identify key areas of growth, future development and identify improvements to the local economy, town centre precinct and its surrounding areas.

As part of this, several engagement exercises were delivered as it was vital that we heard from as many local people as possible during this process.

The council held a series of walking and digital virtual tours of Waterlooville, giving the people who know Waterlooville an opportunity to tell us what they thought it needed to make it brighter and better area for future generations.

This was followed by the Waterlooville Town Centre Masterplan: Festival of Ideas, which took place in January 24. Thank you to everyone who took part - it was great to see so many local people and stakeholders attend to share their views on the future of the town centre and we received extremely valuable feedback.

Finally, the last phase of engagement for this project was the Waterlooville Town Centre Masterplan: Gallery and Exhibition, which took place in the vacant Game Unit in the pedestrianised precinct (95 London Road, PO7 7EQ – the same venue as the Festival of Ideas) in mid-March 24.

The purpose of this event was to showcase the draft content for the Masterplan, provide an opportunity for further feedback on the draft materials, and to discuss any questions with the Project Team.

Thank you to all those who came along and took part - we have a great turn-out and it was wonderful to see those who have engaged at previous stages of the project.

Since March 24 we have been delivering the quick wins generated from the Masterplan. These have included a successful Vacant Shop scheme, implementing a Pop Up Shop, setting up the Waterlooville Business Association, planning a number of events in the town centre & delivering a number of interventions to add colour and pride of place. 

One of those interventions is the public realm improvements. Thank you to those who provided feedback on the proposed designs for the public realm improvements in the town centre. The consultation for this has now closed and Option 5 was the most voted for design. We are now in final design stages of this project and will be able to update key stakeholders at the next Waterlooville Community Meeting on Wednesday 30 July 2025.
