The Council has an obligation to keep a register of individuals and groups who are interested in obtaining land to build their own home in Havant Borough - the Self Build Register.

Please note that the main purpose of the register is so that the Council can monitor the level of demand for such projects. The Council is required to take into account this demand when preparing its local plan and to grant enough suitable development permissions to meet the identified demand.

The Council is supportive of self-build opportunities. However, there is a large reliance on third parties (landowners and developers) to make applications to provide serviced plots. If we become aware of serviced plots of land, those on the Self Build Register will be contacted. Unfortunately, this is rare and therefore it remains your responsibility to make enquiries and searches with landowners or through property sales websites. The Council will NOT actively search for land for individuals on the register.

If you are interested in building your own home and would like to be added to the Self Build Register please email policy.design@havant.gov.uk with the following information:

  •  name
  •  address
  •  date of birth
  •  nationality
  •  confirmation that you are seeking to acquire a serviced plot of land in Havant Borough to build a house to occupy as your sole or main residence
  •  the area that you are interested in (Emsworth, Havant and Bedhampton, Hayling Island, Leigh Park or Waterlooville)
  •  the size of plot you are seeking to acquire
  •  any other specific requirements

If you are interested in self-build and custom housebuilding as part of an association of individuals, please provide the above information for each individual plus the number of plots you are seeking to acquire.
