Although planning permission is normally needed to change the use of a building or land, some changes of use and building works do not require planning permission from the Council.
These forms of development are called permitted development. You can find more details about permitted development on the Permitted development rights page on the Planning Portal.
However, in some circumstances it is desirable to remove the rights so that the Council can retain control over the way development takes place. These powers are given to the Council under Article 4 of the Town and Country Planning (General Permitted Development) (England) (Order) 2015.
Article 4 directions allow us to require planning permission for certain developments in Havant Borough that would otherwise not need it.
Article 4 Direction for the Langstone Harbour Conservation Area
In 2011 work began on the Article 4 Direction for the Langstone Harbour Conservation Area.
Following the initial work which was undertaken Havant Borough Council has now implemented an Article 4 Direction for the Langstone Harbour Conservation Area.
The Direction covers all properties within the Conservation Area, but only to those elevations which front onto a public area. Rear and side elevations where they do not face a highway, public footpath or public space are not included.
