The Parking Supplementary Planning Document (SPD) was adopted 27 July 2016 and sets out the standards for car and cycle provision in the borough.

It is considered that a focussed review of Section 3 the SPD is warranted and its commentary on the level of parking to be provided in the more accessible and sustainable areas of the Borough.
The wording Section 3 of the 2016 adopted SPD suggests that the level of accessibility of Havant and Waterlooville Town Centres is the same. This is factually not the case. As such, revised text was suggested and subject to public consultation which highlights the different levels of accessibility of Havant and Waterlooville town centres and this better informs the level of parking provision to be provided on development sites. The revised wording sets out that a reduced standard is likely to be justified, however a zero standard would not be. It additionally sets out that applicants should use innovative measures to lessen the need to travel and to justify the overall level of parking through either a Design and Access Statement or Transport Assessment.
The consultation took place between 1 February 2019 and 18 March. The responses to the consultation will now be considered and any necessary changes proposed. The revised Supplementary Planning Document will be considered for adoption in due course.

Following consultation, the final SPD will need to be considered by Cabinet and Council for adoption. The revised SPD will have weight as a material consideration once it is adopted.
