Press release from Homes England

Homes England using innovation and competition to speed up housing delivery in Havant

Homes England are helping local authorities to speed up housing delivery through a new £450 million Accelerated Construction Programme*, announced by the Ministry for Housing and Communities in July.

The Civic Campus site in Havant has already been identified and preliminary work is underway between Homes England and Havant Borough Council to assess viability and discuss next steps for the land. The large site, just off Petersfield Road to the north is surrounded by existing residential accommodation on Leigh Road and Elm Park Road to the East, Havant Police station to the South and Havant College to the West.

The programme will support local authorities to get housing schemes built more quickly, encourage innovative construction methods and a wider range of builders, in particular small and medium sized companies that are often locally-based.

Stephen Kinsella, Executive Director for Land at Homes England, said: “We’re supporting ambitious local authorities to develop their land more quickly to get more homes built for local people. Meeting the demand for housing requires different approaches and our funding will see local partners using new technology and working with builders of all sizes to improve the local housing market.”

Tim Pike, deputy leader and cabinet lead for regeneration, Havant Borough Council said; “Havant Borough Council welcomes the opportunity explore opportunities for the Civic Campus site through the Accelerated Construction Programme. The Council’s surface car parks at the Civic Campus are an opportunity to accelerate the delivery of 100+ new homes, particularly by using Modern Methods of Construction.

Havant Council has aspirations to regenerate Havant Town Centre and the acceleration of housing development at the Civic Campus will be an exciting catalyst to that change.”

Modern Methods of Construction and innovation can speed up the pace of building and deliver high-quality, energy efficient, manufacturing led homes. In addition supporting small and medium sized builders will enable them to grow and deliver regionally and invest in a new workforce.

Notes to Editors

* The £450 million Accelerated Construction Programme includes the Greater London Authority areas.

Homes England is the new housing delivery organisation that has been created to adopt a more commercial approach to respond to the long term housing challenges facing this country. The new, expanded agency will play a far bigger role in investing in supply and intervening in the market to help deliver 300,000 homes a year by the middle of the next decade. Homes England will act differently from its predecessor, bringing together money, land, expertise and planning and compulsory purchase powers to accelerate the supply of new homes and address affordability issues in areas of highest demand.
