Consultation on changes to the pre-submission local plan

The emerging local plan has gone through a number of stages of evidence gathering, drafting and consultation.

Previous versions of the Havant Borough local plan can be found on the evolution of the local plan webpage.

We consulted on a full draft pre-submission plan in February 2019. As a result of that consultation and changes to legal requirements, we have had to make changes to the plan before we can submit it for examination. 

These changes were agreed by the Full Council on 9 September 2020.

A consultation on those changes is taking place from the 3 November until 4pm on 17 December 2020.

If you have previously commented on the pre-submission local plan in 2019 your representations will still be submitted to the inspector.

Therefore please do not re-submit your comments from the last consultation or comment on text or matters that have not changed since the last version of the plan

Instead please comment on the changes to the plan only. Your comments must be made using the consultation response form below.

The policies maps below are a spatial illustration of the local plan.

They reflect, but do not specifically highlight the changes subject to the current consultation.

The consultation form provided above requires you to answer questions in a certain way, this is due to the Inspector only being able to consider comments on soundness and legal compliance.

For this reason, we have created a step by step guide and accompanying video to take you through the form step by step and explain what is required for each question:

Submitting your comments

Once you have competed your form please email the completed document to (please enter the words ‘pre-submission local plan comments’ into the subject bar of the email).

Hand completed forms can be returned to: Planning Policy Team, Public Service Plaza, Civic Centre Road, Havant, Hampshire, PO9 2AX.

Further information

After the consultation has finished, we will collect the responses together and produce a summary of them, which will be published in due course.

The local plan will then be submitted to the Secretary of State for Housing, Communities and Local Government, together with the comments received.
