The purpose of the Housing Delivery Position Statement is to provide the Borough’s residents and the development industry with certainty as to how planning applications will be considered whilst a new Local Plan is in production. In particular, it sets out how the Council will apply the ‘tilted balance’ in accordance with national policy, particularly paragraph 14 of the National Planning Policy Framework.
Whilst there is a need to significantly boost housing supply in Havant Borough, this must be done in a responsible way. The Position Statement details how development proposals on sites not in the Adopted Local Plan can achieve sustainable development.
Applicants wishing to bring forward sites there were proposed as allocations in the previous Local Plan are encouraged to familiarise themselves with the Site Opportunities and Constraints and the developer requirements associated with the relevant allocation.
Though it is a non-statutory document, the Position Statement forms a material consideration in the determination of planning applications in Havant Borough.
