Energy efficiency

The council has made a commitment to addressing the climate crisis. One way to do this is to help residents save energy at home.

22% of UK carbon emissions come from domestic energy consumption. By reducing demand for energy at home, carbon emissions are lowered, helping to mitigate climate change.

By reducing your energy consumption, you will also save money on your energy bills and make your home more thermally comfortable - warmer in winter and cooler in summer.

Schemes offering funding

Whether or not you are eligible for funding, you should take care to choose the appropriate company to install retrofit energy efficiency measures in your home.   

The council does not operate schemes directly. 

As of July 2021, there are two schemes offering funding for eligible households: 

ECO3, the Energy Company Obligation

The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty.

The scheme began in April 2013, and over time it has been amended. The latest policy, ECO3, commenced on 3 December 2018, and applies to measures completed from 1 October 2018.

Green Homes Grant Local Authority Delivery

GHG LAD, the Green Homes Grant Local Authority Delivery programme is delivered through the Department for Business Energy and Industrial Strategy BEIS.

Your home may be eligible because it is particularly cold, or your household income is low, or someone in your household is vulnerable or has health issues.

Working with organisations

Havant Borough Council approves funding applications for domestic energy efficiency measures such as cavity wall insulation, loft insulation, smart thermostats.

Whilst the council cannot provide any guarantees or make any recommendations, we maintain a list of companies working locally.  

Havant Borough Council works in tandem with the following organisations:

These organisations have signed up to a code of conduct on safeguarding, will look after your personal information responsibly and are registered with industry warranty guarantees.

For eligible residents the work is free of charge.

As the householder it is your responsibility to ensure the work on your home is appropriate. The agreement for the work to be carried out is between you and the company.
