We are writing to let you know that the council has published the Pre-Submission Havant Borough Local Plan 2036 and this is now available for public consultation.
The Pre-Submission Local Plan is the version of the plan which the council considers to be ‘sound’ having taken on-board extensive research, before it is formally submitted for examination. It takes account of the comments made during previous consultations to date and takes many of the suggested changes on board.
This consultation is for you to formally tell the Government Inspector whether or not you consider the council has prepared a sound and legally compliant Local Plan.
How to respond
Your comments must be received by 5pm on Monday 18 March 2019 and you must submit them using the prescribed form. Response forms are available to download as an interactive PDF document via our website.
It is recommended that you download and complete your comments on the interactive PDF form, then either email the completed form(s) to email@example.com (please enter the words ‘Pre-Submission Local Plan comments’ into the subject bar of the email), or post them to Planning Policy Team, Public Service Plaza, Civic Centre Road, Havant, PO9 2AX. Letter or email comments that do not use the form will not be accepted.
At this stage, unless you indicate you wish to appear at the examination you will not have the right to do so. Please note there is no guarantee you will be invited to the examination. The Inspector will decide who they wish to invite to each session. Any written representations will however, carry the same weight as any evidence presented at the Examination Hearings. There are more details about how to respond to the Pre-Submission Consultation in the statement of representations procedure (link opens a document).
Guidance and drop-in sessions
Guidance on how to submit your comments (link opens a document) can be found on our website . Alternatively, the guidance notes will be available on request from the drop-in sessions.
We will also be running a number of drop in events throughout the consultation should you have any specific queries about how to submit your comments. Please note these sessions will be in a different format from the exhibitions held previously.
The drop-ins will be an ‘open surgery’ for any specific queries or concerns about the Local Plan on a ‘first come first served’ basis. We will be able to help in the following ways:
- Explain what’s in the Local Plan and why
- Help you understand the specific paperwork you will need to complete
- Help you understand the process moving forwards
At this stage, it is the Inspector who will be considering your comments. So, we are not able to:
- Receive your feedback verbally
- Give feedback on your concerns or suggested changes
- Guarantee whether a suggested change will be accepted by the Inspector
All of the drop-ins will be the same and so if you cannot make the date for the one closest to you, please feel free to come along to another one.

We wanted to let you know about an important stage in the development of the Havant Borough Local Plan 2036. A great deal of work has taken place on the plan up until now to make sure that the plan will meet the borough’s needs, will be robust and that it meets the key tests the Government require, called tests of soundness. This work has included two consultations which have resulted in more than 1,000 responses containing useful comments and feedback.
We’ve summarised where we are in Local Plan 2036: what is it, how far we’ve come, how will it help our residents? booklet. This booklet will help you to understand the Local Plan in more detail, why it is being prepared and the difficult choices before us.
The next stage in preparing the plan involves consulting on what is known as the Pre-Submission Local Plan. This is an important stage. As a result, we wanted to make sure you know about the upcoming Full Council meeting where it will be considered. All of the details and links to the reports are available at www.havant.gov.uk/localplan.
When and where will the meeting take place?
Both meetings that consider the Local Plan will take place on Wednesday 30 January at the Public Service Plaza, Civic Centre Road, Havant, PO9 1DL.
The Cabinet will consider the Local Plan at 2pm in Hollybank Roon.
The Full Council will then consider, debate and vote on whether to formally publish the Pre-Submission Havant Borough Local Plan 2036 at 5:30pm in Hurstwood Room.
What is the difference between the Cabinet and the Full Council meeting?
The Cabinet is made up of six councillors who take the lead on various topics, one of which is planning. On 30 January, the Cabinet will make a recommendation to the Full Council regarding the Local Plan. However it is at the Full Council meeting where a decision will be made.
So if you’re wondering which meeting to attend or make a deputation at (more on that below), we would recommend the Full Council meeting as this is where the decision is actually made.
Do I need to come to the Plaza to see the meeting?
No. Although you are welcome to attend, we will be streaming the Full Council meeting on Facebook Live so you watch it wherever you happen to be. Make sure you follow Havant Borough Council on Facebook and then watch the live stream via our profile (beginning just before 5:30pm). We will be available throughout the meeting to answer factual questions and let you know what is happening.
What if I want to attend the meeting?
You are welcome to do so. Seating will obviously be limited but we’re doing everything we can to make sure that as many people who want to see the Full Council meeting in person can be accommodated.
At the Cabinet meeting, there will only be a limited number of seats available in the public gallery. However at the Full Council meeting, there will be a larger public gallery and the meeting will also be streamed downstairs in the reception area.
Please note that full copies of the agenda, including the proposed Pre-Submission Local Plan, will not be available on the day. As a result, we would recommend that you download the reports onto a phone or tablet to bring with you.
Hard copies will be available shortly for public inspection at the Havant Public Service Plaza as well as libraries and Council community centres across the borough.
Parking is available opposite the Plaza building in the Havant Leisure Centre car park and the café located in the reception area of the Plaza will be open for refreshments until 5:30pm.
Am I allowed to address the meeting and how do I do that?
Yes. You can address either the Cabinet or the Full Council meeting but only if you make a specific request to make a deputation. Please note though that you cannot address both meetings. The Full Council meeting is where the decision will ultimately be made and all the councillors will be present. As a result, we would recommend that you make your deputation at the Full Council meeting.
The Mayor has agreed to extend the time that is usually available to make deputations at the Full Council meeting. You will be permitted five minutes each or everyone who wishes to make a deputation will have an equal share of thirty minutes, whichever is greater. The Mayor has the discretion to change these rules if necessary.
To make a deputation, you need to contact Democratic Services. Your request must be made in writing to email@example.com and must be received by 5:30pm on Monday 28 January at the latest.
Draft Havant Borough Local Plan 2036 – Consultation and summary
The Draft Havant Borough Local Plan 2036 was subject to public consultation between 8th January and 16th February 2018. During this time, we hosted 10 exhibitions across the Borough so that residents could speak face-to-face with the Council’s Planning Policy Officers. We would like to take this opportunity to say a massive thank you to everyone who attended the exhibitions, engaged with the consultation and submitted comments to us
We have prepared a Consultation Overview and Way Forward Note setting out how the consultation was run, the level of responses we received and how the Local Plan will be taken forward, including the next steps for the Havant Borough Local Plan 2036.
To outline what suggestions, alterations and further research we will now undertake because of your comments, we have produced a Consultation Summary Report. The report summarises the comments received for each policy/allocation and highlights for each policy/allocation our proposed actions moving forward.

The Pre-Submission Havant Borough Local Plan 2036
We are now working on updating the plan following the consultation comments. The next edition will be called the Pre-Submission Havant Borough Local Plan 2036.
A key focus moving forward will be finalising the evidence base which underpins the Local Plan. There are a number of studies which will need updating and reviewing moving forwards. These include the following studies which are already underway:
- Havant Borough Biodiversity Strategy
- Havant Borough Transport Assessment (TA);
- Hayling Island Highway and Transport Infrastructure Assessment; and
- Hayling Island Seafront Feasibility Study.
We anticipate consulting on a Pre-Submission version of the Local Plan in early 2019. We will notify all those who have signed up for updates on the Local Plan when the next version of the plan is published, and once further information about the forthcoming consultation is available.
The Bird Aware Solent Strategy
Over 90,000 coastal birds fly from as far as Arctic Siberia to feed and roost for the winter on the Solent. This includes 10% of the global population of Brent Geese.
Research has shown that the planned housebuilding across the Solent will lead to a significant effect on the bird populations. To overcome this, while also meeting the need for more housing, the local planning authorities across the Solent have formed the Bird Aware Solent Partnership.
The Council’s Cabinet approved the Bird Aware Solent Strategy unanimously on 7th February 2018. The aim of the strategy is to make sure that the increase in recreation due to new housebuilding does not affect the bird populations. The strategy requires developers to pay a financial contribution per new dwelling within 5.6km of the coast (the vast majority of Havant Borough). The money raised is then used to:
- Raise awareness and encourage behavioural change of coastal visitors via the growing Bird Aware Solent Ranger Team;
- Implement projects to better manage visitors and provide secure habitats for the birds, and;
- Provide and promote new/enhanced greenspaces in less sensitive areas as an alternative to visiting the coast.

The General Data Protection Regulation (GDPR) came into effect in the UK on 24th May 2018. As such, you would have received emails from the council asking you to confirm which council updates you still wish to receive.

The consultation on the Draft Local Plan 2036
The council has published a draft version of the Havant Borough Local Plan 2036 for public consultation.
The plan sets out a draft strategy to inform and guide the development of housing, commerce, infrastructure and community facilities up to 2036.
Building on the Local Plan Housing Statement which was adopted last year, the Draft Local Plan contains far more detail about what development is expected to provide including the necessary infrastructure. The Draft Local Plan also sets out how the impact of development on the borough’s built, natural and historic environment should be managed. We are keen to get your insight and feedback to further shape and refine the emerging plan.
The Draft Local Plan, together with a series of summary booklets, can be viewed on our website, as well as at the Public Service Plaza and all the libraries in the borough.
We are also holding a series of public exhibitions throughout the consultation period.
These will give you the opportunity to find out more about what is proposed in the Draft Local Plan and discuss it with council officers. Please note that all of the exhibitions will be the same and so if you cannot make the date for the one closest to you, please feel free to come along to another one.
EXHIBITION DATES HAVE NOW FINISHED
All feedback about the Draft Havant Borough Local Plan 2036 is welcomed. The easiest way to respond to the consultation is by completing the online survey which is available on the website at www.havant.gov.uk/localplan.
Please make sure comments are submitted no later than 16th February 2018.
The council is also reviewing its Community Infrastructure Levy (CIL) which sets charges that developers pay towards the cost of infrastructure. A recap on the Local Plan Housing Statement (LPHS)
The Adopted Local Plan sets out local planning policies and identifies what development should take place and where. It is made up of the Core Strategy (2011) and the Allocations Plan (2014). In order to address the need for new housing in the borough up to 2036, the council is reviewing the Adopted Local Plan.
The Local Plan Housing Statement was the first step in this review and was adopted on 7th December 2016. The Housing Statement is a clear position statement as to which sites the council considers could deliver sustainable development to address the housing need up to 2036; providing that the necessary infrastructure is provided alongside new housing.
The Draft Havant Borough Local Plan 2036
While a great deal of evidence was prepared to support the Local Plan Housing Statement, more is needed to fully inform the Local Plan. Work is ongoing to pull this evidence together and prepare the draft plan.
As part of the evidence, Havant Borough Council has commissioned a borough-wide Transport Assessment and an Infrastructure Delivery Plan. Unfortunately there have been delays to the modelling work which informs these studies. It is essential that these two studies fully inform the Draft Local Plan. As a result, the consultation on the Draft Havant Borough Local Plan 2036 is now scheduled to take place early in 2018. We will continue to keep you updated on the timetable as things progress.

An update on the Draft Master Plan for the area between Denvilles and Emsworth
As part of the Local Plan Housing Statement (LPHS), the council identified the land between Denvilles and Emsworth as suitable for a comprehensive development which would provide much needed infrastructure alongside new housing.
Using a government grant, the council commissioned the architectural and urban design consultants Levitt Bernstein to assist in the development of the Draft Master Plan for the site.
It is essential that local residents are involved in developing the Draft Master Plan for the site. As such, the council set up the Commonplace Online Questionnaire and hosted two workshops in March 2017 at the Emsworth Baptist Church.
Since the workshops, Levitt Bernstein has been working to produce the Draft Master Plan for the site from the comments received.
The Draft Master Plan will be presented in a Supplementary Planning Document (SPD) which will go out to public consultation at the same time as the Draft Havant Borough Local Plan 2036.

The Chichester Harbour Area of Outstanding Natural Beauty SPD
Havant Borough Council adopted the Joint Chichester Harbour Area of Outstanding Natural Beauty (AONB) Supplementary Planning Document (SPD) on 19th July 2017.
The document provides guidance on how to produce appropriately designed development in the AONB and ensure a consistent approach in the Havant and Chichester areas. It will provide useful advice to those preparing planning applications to ensure that their development complies with planning policies applying specifically to the Chichester Harbour AONB.

The Solent Recreation Mitigation Partnership (SRMP)
The Solent Recreation Mitigation Partnership (SRMP) is the formal name for the Bird Aware Solent initiative. This aims to raise awareness of the importance of the Solent coast for over-wintering waders and wildfowl and the impact that our use of the coast can have on those species.

It is a partnership of local authorities and nature conservation bodies. It was set up to identify and implement measures in response to human recreational impacts on the Solent Special Protection Areas (SPAs).
Havant Borough Council is already implementing an Interim Strategy to mitigate the recreational impact of new housing on the Special Protection Areas (SPAs) along the Solent.
The SRMP invited interested individuals and organisations to comment on the Draft Definitive Strategy. This consultation has now concluded.

Implementing the Local Plan Housing Statement (LPHS)
The Local Plan Housing Statement, which was formally adopted on 7th December 2016, is a clear position statement as to which sites the Council considers can deliver sustainable development to address the Borough’s housing need up to 2036; and will ensure that the necessary infrastructure is provided alongside new housing. The Housing Statement is an interim statement, a stepping stone in the development of the Havant Borough Local Plan 2036 (HBLP). It will be used when making decisions on planning applications for housing sites whilst the HBLP 2036 is in production.
Consultation on the Housing Statement highlighted that many residents have concerns in relation to infrastructure provision. To ensure that urgently needed infrastructure is delivered alongside new homes, the Council therefore will only favourably consider proposals on housing sites included in the LPHS where they are accompanied by a comprehensive ‘Infrastructure Delivery Statement’ which successfully demonstrates how the development in question will fully mitigate the impact on the borough’s infrastructure network.
It is expected that such statements are informed by meaningful and genuine engagement with Council officers and infrastructure and service providers. They should demonstrate that new housing can be delivered in a sustainable way. The Council has published a template and accompanying guidance in order to support developers and set out expectations for the production of Infrastructure Delivery Statements which is available to view at the below address.
Developers and agents progressing sites are also actively encouraged to engage with the Council’s pre-application advice service and to take part in a Development Consultation Forum as part of this process.
Update on Havant Borough Local Plan 2036
Following on from the Housing Statement, the Council is currently preparing the Draft Havant Borough Local Plan 2036 (HBLP 2036) which will provide a full set of policies to set out how future development will be delivered in the borough. It will eventually replace the adopted Core Strategy (2011) and Allocations Plan (2014) which together form the development plan for the borough.
Work is underway to update the Council’s evidence base to support the draft plan. The draft plan will be subject to public consultation later this year (details of the timetable can be found below). As part of this process, the Council is continuing to look for further sustainable sites which will help meet needs for new housing, commercial and retail development to ensure the HBLP 2036 provides an appropriate development strategy for the borough.
A new timetable for the Havant Borough Local Plan 2036
As part of the adoption of the Housing Statement, the Council committed to consulting on a full ‘draft’ version of the Havant Borough Local Plan 2036. We have updated our Local Development Scheme which provides the project plan for the new Local Plan.
The Denvilles-Emsworth Design Workshops
Havant Borough Council has identified the land between Denvilles and Emsworth as suitable for a comprehensive development which would provide much needed infrastructure alongside new housing; Havant Borough Council is keen to involve local residents in developing a master plan for the site.
It is essential that when large sites are developed, this happens in a comprehensive manner with all the infrastructure planned alongside development. Following extensive research, and an assessment of all the land across the borough, the area between Denvilles and Emsworth has been identified as an area suitable for development, which would bring with it wider benefits if planned properly.
The masterplan will establish key design elements, such as:
- A road layout, including the new junction with the A27
- Local shops, facilities and a new school
- The size, types and location of green spaces
- How much and what kind of housing the site should provide
The master plan will set the framework for future planning applications, and provide greater certainty to both residents and future developers about what will be expected on the site. The masterplan will feed directly into Havant Borough Council’s work on the Local Plan 2036.
Using a government grant, we have engaged design and master planning experts. Part of their work is to find out what residents in the area would like the development to be like. Together with the consultants we are running two master planning workshops and an online questionnaire.

How is the Adopted Local Plan performing?
The Annual Monitoring Report (AMR) assesses and reports on the progress of the Adopted Local Plan and other planning policy documents. In doing so, it monitors how successfully the policies of the Plan are being implemented. The latest AMR covers the period from 1st April 2015 to 31st March 2016 and was published on 16 January 2017.
The Council has a positive strategy for growth and headlines in the latest AMR reflect this:
- A net total of 584 dwellings were completed during the monitoring year. Of these, 165 were affordable homes (equivalent of 28%).
- 27% of completions were built on previously developed land, sometimes referred to as brownfield land.
- The housing need figure for Havant is 11,250 dwellings between 2011 and 2036. Using this figure, the five year supply has been calculated as 450 dwellings per annum.
- The Council has continued to be active in managing flood risk, both through its involvement with the Eastern Solent Coastal Partnership, and through on-site measures and close liaison with the Environment Agency and Emsworth Flood Risk Management Steering Group.
- Comparison retail floor space completions have been exceeded in the east of the Borough by 14,034m2; however, a further 923m2 is required for the west.

How is the Local Plan performing?
The Annual Monitoring Report (AMR) reports on the progress of the Local Plan and other planning policy documents. It also monitors how successfully the policies of the Local Plan are being implemented. The latest AMR is for the period 1st April 2014 to 31st March 2015. The council has a positive strategy for growth and the latest AMR identifies a number of positive headlines:
- There is an up-to-date five year supply of deliverable housing sites in the Borough, including a sufficient buffer to meet the flexibility requirements of the National Planning Policy Framework (NPPF)
- 492 new homes were completed during the reporting year, compared to our target of 315.
- 39% of all housing completed was affordable.
- A total of approximately 5,500 square metres of employment floor space and 5,500 square metres of retail floor space were completed.
- A new Sainsbury’s store opened in Waterlooville in December 2014.
- Marks & Spencer and Next branches are currently under construction next to Solent Retail Park.
Parking Supplementary Planning Document
We formally consulted on the Draft Parking Supplementary Planning Document (SPD) last summer. Comments received during the consultation were carefully considered and informed the final version of the SPD.
Our existing parking standards pre-date the introduction of the National Planning Policy Framework (NPPF) and as the government statement in March 2015 points out ‘the imposition of maximum parking standards leads to congested streets and pavement parking’. We consider that there is clear justification for local parking standards to ensure that there is adequate parking provision to support new development.
The new Parking SPD brings together all the Parking Standards into one document. Recognising that car ownership continues to increase in Havant, the SPD recommends minimum parking standards and sets an expectation of the amount of car and cycle parking to be provided for different types of development.
The SPD will be considered for formal adoption in February. Once adopted, the document will be a useful tool for applicants and agents to inform discussions with the Development Management Team on the levels of parking required for new development.

Havant Borough Council is formally consulting on the Draft Parking Supplementary Planning Document (SPD).
The Council considers that there is clear justification for local parking standards to ensure that there is adequate parking provision both in new residential developments and around our town centres and high streets. The Draft Parking SPD will bring all the Parking Standards into one document. It recognises that car ownership continues to rise in the borough.
The SPD recommends minimum parking standards and sets an expectation of the amount of car and cycle parking to be provided for differing types of development. Once adopted, the document will be a useful tool for our customers to commence discussions with the Development Management Team on the levels of parking required for new development. Draft Planning Enforcement Plan Consultation
Our planning colleagues in the Development Management Team are also running a consultation on the Draft Planning Enforcement Plan which also ends on Friday 14 August. The plan has been drafted to ensure there is a clear framework and a consistent approach to dealing with all planning enforcement cases across the borough.

Update on Waterlooville Major Development Area
The Major Development Area (MDA) at the West of Waterlooville continues to progress. Berewood Primary School opened in September 2014 to serve the MDA. Designed for twenty-first century teaching and learning, the school will gradually expand to a two-form entry to meet the needs of families moving into the area.
An Arts Advisory Panel has been established consisting of officer and member representatives of both Havant Borough and Winchester City Councils; the developers; local residents and the community officer. This panel oversees the practical delivery of the arts programme, including the development of the strategy and reports back to the West of Waterlooville Forum as appropriate.
To date, two art consultants have been appointed to deliver a programme of community events and consultations, two noticeboards have been designed by the community and installed. Plans for a large nursing home and care accommodation were approved in December. Councillors voted for the plans to build an 80-bedroom nursing home, together with 48 apartments for the elderly on land off Hambledon Road.
A new Sainsburys Supermarket opened in December. More than 350 jobs have been created at the Aston Road Store.
As part of the major development the company built a new ramp across Maurepas Way for pedestrians and cyclists. Work to enhance Hambledon Parade is now complete. The parade off Hambledon Road has over ten shops with a very busy thoroughfare for shoppers. The improvements to the area included the widening of the carriageway to allow better two way traffic flow within the parade whilst incorporating easier parking.
New paving and street furniture has also been installed together with an improved footway and cycle route.
The total cost of the project which was secured by developer funding from the MDA was £352,000.
