Access Protection Lines
An access protection line is a white road
marking which may be painted on the road, lay-by or hardened verge
outside an entrance to off street premises or a private drive,
which should be kept clear of waiting or parked vehicles.
The road marking is not legally enforceable,
but is an advisory marking which is used to discourage
inconsiderate parking. However the Parking Team at the
Council can now enforce parking on an access protection line, or
dropped kerb without the marking. This is carried out on
receipt of a complaint to ensure only vehicles not authorised to
park there are issued with a Penalty Charge Notice. You can

To help you find out whether you would qualify for an access
protection line, you will need to answer 'yes' to either of the
following questions:
- Do you take access via a lay-by or hardened
verge? (That is, one which has had the grass replaced
with tarmac, the footpath strengthened to take vehicles, and
is level with the roadway).
- Is access taken via a dropped kerb?
If you can answer 'yes' to either of the above, you may be
eligible to have an Access Protection Line painted on the
carriageway across your access point. Please note that there is a
non-returnable fee (see below) for processing this service, and we
will need payment before carrying out our
investigations - but if you do qualify, we will paint the
line itself free of charge.
We regret that if you are unable to say 'yes'
to either of these questions then an access protection line
cannot be considered. However if the problem relates to obstruction
of your access by indiscriminate parking, the Police may be able to

who will mail you a copy of the Application Form for you to fill in
and return to us, along with your cheque.
- Visit us in person at the address below, where you can fill in
a copy of the Application Form and make your cheque payment
immediately at our Cash Desk.

Please note that even if an
application is made under the above criteria and payment
made, it may still not be possible to provide the line if our
investigations find that site conditions are not favourable.

The fee is non-returnable
since it relates to the investigations that we carry out, not to
the cost of painting the line itself.
