ORDER 2008
STATEMENT OF REASONS FOR
PROPOSING TO MAKE THIS ORDER
Notice is hereby given that Havant Borough
Council propose to make a permanent Order under the provisions of
the Road Traffic Regulation Act 1984, the effect of which will be
to introduce a prohibition of waiting on lengths of;
Hillside
Avenue:
- On the north-west side from the boundary of 30 and 32 Hillside
Avenue, north-eastwards to its junction with Geoffrey Avenue
and;
- On the south-east and south-west sides from a point opposite
the boundary of 30 and 32 Hillside Avenue north-eastwards thence
south-eastwards for a total distance of 51 metres and;
- On the north-east side from the centre line of its junction
with Geoffrey Avenue, south-eastwards for a distance of 13
metres.
Geoffrey
Avenue:
- On both sides from its junction with Hillside Avenue,
north-eastwards for a distance of 12 metres.
Extend a length of prohibition of waiting
on;
Hillside
Avenue:
- On both sides from its junction with London Road,
north-westwards for a distance of 36 metres.
Revoke a length of prohibition of waiting
on;
Lily
Avenue:
- On the northern side from its junction with the A3 London Road,
westwards to the boundary between No.2 and No.4 Lily Avenue
and;
- On the southern side from its junction with the A3 London Road,
westwards to the boundary between No.1 and No.3 Lily Avenue.
There has been an increasing problem with
indiscriminate parking in Hillside Avenue close to its junctions
with London Road and Geoffrey Avenue, thereby creating visibility
problems for other road users and pedestrians.
Following discussions with the police and
local ward councillors it is proposed to introduce a prohibition of
waiting in order to regulate the parking, minimise the impact of
displaced parking and increase visibility for all vehicles and
pedestrians.
As the residents of numbers 1 and 2 Lily
Avenue no longer require a prohibition of waiting across the whole
frontage of their properties, it is proposed to remove the yellow
lines except in front of the driveways.
This Order is proposed so as to avoid danger
to persons or other traffic using the roads or for preventing the
likelihood of any such danger and to facilitate the passage of
traffic.
