Code of Conduct for Councillors
Changes to the complaints procedure
Recent changes in legislation mean that the council’s own
Standards Committee has responsibility to consider all complaints
that a councillor may have breached the council’s Code of Conduct
for Members.
Where the committee thinks a more serious or complex complaint
has been made, it can still refer these to the national body, the
Standards Board for England.
If you wish to complain about the conduct of a Havant Borough
Councillor (i.e. a ‘member’ of the council) you should submit your
complaint in writing to:

This process will only deal with complaints about the conduct
and behaviour of members. The Code of Conduct, together with the
Standards Committee’s adopted Assessment Criteria, can be viewed at
the Civic Offices Reception or by using this

ut – your right to vote is about!
If you have not already, you should shortly be receiving your
Register of Electors Canvass Form. Please make sure that you
complete and return it as soon as possible as if you don’t, you and
other people within your household risk being removed from the
Electoral Register.
Not only do you lose your right to vote, but you will also have
difficulty opening a bank account or obtaining credit if your name
does not appear on the Register of Electors, so don’t delay – fill
your form out today!
