Code of Conduct for Councillors

Changes to the complaints procedure

Recent changes in legislation mean that the council’s own Standards Committee has responsibility to consider all complaints that a councillor may have breached the council’s Code of Conduct for Members.

Where the committee thinks a more serious or complex complaint has been made, it can still refer these to the national body, the Standards Board for England.

If you wish to complain about the conduct of a Havant Borough Councillor (i.e. a ‘member’ of the council) you should submit your complaint in writing to:

Chair of the Standards (Assessment) Sub-Committee

c/o The Solicitor to the Council/Monitoring Officer

Havant Borough Council

Civic Offices

Civic Centre Road

Havant

PO9 2AX

This process will only deal with complaints about the conduct and behaviour of members. The Code of Conduct, together with the Standards Committee’s adopted Assessment Criteria, can be viewed at the Civic Offices Reception or by using this link>>. For further details about the procedures and/or a complaint form please write to the Solicitor to the Council at the above address or email democraticservicesteam@havant.gov.uk

General information about ethical standards and the Members’ Code of Conduct is on the Standards Board’s web site>>
