Choice-Based Lettings
A new system of allocating affordable housing across the borough
is being introduced in 2009.
The Choice Based Lettings (CBL) scheme will bring a new way of
letting all vacant affordable homes, aimed at providing more choice
for customers. Housing Services at Havant Borough Council will
manage the scheme, which is run in partnership with East Hampshire
and Winchester Councils as well as local housing associations.
Under Choice-Based Letting, housing associations will advertise
their properties through the scheme and customers then choose which
affordable homes they are interested in applying for. Once “bids”
have been made for a home, the customer with the highest need will
be offered the property rather than being nominated by the council
from the Housing Register.
Homes let through this scheme will generally be let to the
customer who expressed an interest in the property, who has the
greatest housing need and who meets the criteria set for the
property.
Although the scheme will not result in an increase in the number
of homes let by housing associations it will provide a more
transparent and accountable way of letting homes and most
importantly it gives customers choice in where they would prefer to
live.
To be eligible for the scheme, customers will be required to
have an application placed on the Havant Housing Register. During
this autumn all customers placed on the register will be provided
with further information on the
