Civic Campus site
Havant Borough Council has commissioned work from Consultants
DTZ to assess their office accommodation requirements and prepare a
masterplan for the long term future of the Civic Campus Site.
Work on the first stage of this study has now been completed and
the Council’s Executive will consider a report on the key findings
at a meeting on 16 July. Yesterday (8 July) the Council’s Strategy
and Regeneration Overview and Scrutiny Board reviewed the work to
date and supported the report that will be considered by the
Executive on the 16 July.
The report recommends that the Council should take forward the
concept of developing a Public Service Village at the Civic Campus
Site, retaining its present offices, but undertaking a
comprehensive refurbishment to make more effective use of space and
release surplus space for letting to other public sector
organisations. Further new public sector office space could be
created alongside the Civic Offices for other public sector uses,
to bring together a range of key services to serve the local
community in single location.
Additionally there will be surplus land that can be developed
for other uses including residential development and a hotel. New
and refurbished buildings will be designed to be as sustainable as
possible and a green travel plan prepared to reduce car based
travel. All of these ideas will now be taken forward in the second
phase of the work when a detailed masterplan will be prepared in
full consultation with the local community.
With regard to the Havant Leisure Centre there is no immediate
impact, however in the medium term the Council will need to develop
a strategy for leisure services for the whole Borough, including
options for refurbishing and retaining the existing Leisure Centres
or alternatively moving to a new single Leisure Hub to replace the
existing Centres. This strategy review is expected to be developed
by 2013.
