Waste and Resources

To provide an effective household waste collection services to all residents of the borough, offering a range of opportunities for recycling household waste.

 

Objectives of the service/policy to be assessed

 

  • To meet the Council’s statutory duties as a waste collection authority.
  • To minimise the amount of household waste sent to landfill and maximise recycling, providing a cost effective service to all residents

Reasons for any differential impact

Growth in ageing population and those requiring medical care at home.  Increase in number of non English speaking residents in borough in particular Polish speaking. 

Are there any barriers to opportunities or access for some groups?

Language barriers – making communication difficult and causing a lack of information regarding full range of services available

Complaints data

 

No complaints have been received on equality issues

Are there disadvantages caused by discrimination?

Inadequate awareness of service available and the requirements of the service

Are there opportunities to better promote service/policy inclusion?

Language line is available to help with some issues although literature translated into several languages including Polish is required.

 

A new directory of hard to reach representatives (such as community and voluntary orgs) is currently being written that Officers will be able to access to help their service areas consult directly with hard to reach groups about issues arising from their impact.  This directory is being written by HBC and will be available from the end of Sept 07

 

The Equalities project team are looking at ways of adding references to Equalities so that services have a standardised reference that they can add to their customer sat surveys.  This guidance should be available by November.

 

 

Have you undertaken any consultation?

Waste Advisors and Supervisors visit elderly residents also those with disabilities and language difficulties. 

A customer satisfaction survey will be conducted towards the end of 2007 and will include an equalities section

Consultation outcomes

Consultation to date has resulted in the provision of a clinical waste service, assisted collection and the provision of information in large print, brail and audio.

Assessment conclusion

 

 

 

 

 

 

The service is not considered to be discriminatory.  It is a low impact service responding to and monitoring the changing needs of residents.

In order to ensure there is fair and equal access to all, the refuse collection service is providing a range of activities to make services available to all residents in the borough.  Crew sheets provide real-time monitoring of residents with difficulties.  Waste Advisors and Supervisors make personal visits to discuss and address issues with residents.

Clinical waste, bulky waste, garden waste services, missed bins and assisted collections are provided.

Monitoring timetable

Monitoring is provided through the number of complaints received on the Council’s Remedy system and local and national key performance indicators.  Missed bin statistics and crew sheet information is collated and monitored.  Waste Advisors and Supervisors provide real-time monitoring of collections and the needs of residents.

 

HBC have written a learning plan that all service partners, staff and Members will have completed Equalities training by March 08

Additional Comments

 

Future customer satisfaction surveys will include references to equalities and literature will be produced in several languages by autumn 2007.
