New policy: we have been approached to provide a space for an internal Christian support group (for Members and Staff).

 

 

Objectives of the service/policy to be assessed

 

This Equalities Impact Assessment will steer the basis for a pilot protocol for Havant Borough Council regarding internal support groups.

 

Baseline/monitoring data

 

Information from the 2001 census:

Of the residents in the Borough, 48.02% are male, 52.98% female.

1700 residents (1.5%) are non-white

3570 residents (3.1%) are not British

29.55% are aged under 25. 18.92% are aged 65 or over.

4,530 residents are in receipt of Disability Living Allowance and 2,470 are in receipt of Attendance Allowance.

 

Population: 115,300 (mid 2005)

 

Service/policy outcome evaluation

 

This is a pilot protocol that has been formulated by an internal project group made up of managers and staff (meeting held 8th June 2007) and will be reviewed fully in December 2007.

Only Christian representatives have asked for this support in the first instance

Access to those Staff and Members who do not work in civic offices (the room so far identified as available for this facility is located in the Civic Offices).

Complaints data

 

No complaints have so far been received at this early stage of the consultation of this pilot initiative. Complaints and comments will be collated and the pilot reviewed immediately in light of any disadvantage highlighted as a result of a complaint.

 

Are there disadvantages caused by discrimination?

If the protocol was only designed for Christians, other groups would not benefit from such internal support

Are there opportunities to better promote service/policy inclusion?

The pilot protocol must abide with legislation: Sex Discrimination Act 1975, Disability Discrimination Act 2005, Equality Act 2006, Race Relations Act (amendment) 2000, Employment Regulations 2003 (Sexual Orientation, Religion and Belief) and the Employment Regulations 2006 (Age)

Havant Borough Council’s overarching Equalities Scheme is to promote equality of opportunity and eliminate harassment and unlawful discrimination.

Ensure the pilot protocol allows an opportunity for any Member or Staff /Service Partner wishing to start an internal group, have the same opportunity to do so.

Consultation: Political Leaders, Portfolio Holders and Senior Managers June 2007

All staff and all Members July – December 2007.

Will be addressed throughout the review period.

Assessment conclusion

 

All staff and Members/Service Partners are welcome to join any support group and any new groups wishing support in setting a new internal support group (in the provision of physical space) are welcome to approach relevant Officers in exploring options for that support.

 

Monitoring timetable

Review Period of the Pilot Protocol will last until 7th December 2007.

 

 

Please ensure that you have provided as much evidence as possible to support the responses you have given.

 

 

Additional Comments

 

The pilot protocol will allow the same opportunity for any new internal groups to approach for the Council for support in providing a physical space within Council Offices outside of general business hours.
