Areas of concern that the service/policy could have a differential impact  

o        Race - Could be a language problem with notices in car parks and information on PCN’s

o        Disability – Access to and from the car park once park, access to pay & display machines if charges are introduced at Beachlands car parks

o        Age and Gender – fear of crime in car parks

o        Problems parking in accordance with regulations or paying a PCN without understanding of English

o        Difficulty making payment or paying charges.

No complaints other the proposals to charge for blue badge holders at Beachlands.

Consultation outcomes

There was a strong opinion (87%) that there are insufficient disabled bays within Council operated car parks.  The results for signing of disabled parking and the width of bays was generally favourable but there was less satisfaction with the location of bays and the ease of access to amenities.  35% of blue badge holders though that provisions were better in council operated car parks and 17% thought they were better in private car parks.  57% of blue badge holders use car parks and of those who park on-street, 59% park on yellow lines.  All respondents were asked if they thought that parking in council operated car parks should remain free for blue badge holders, 65% thought they should, 23% thought they should pay a reduced fee and 12% thought they should pay the full fee.  Of blue badge 68% said that they would be more likely to park on street if they had to pay to park in car parks.

 

Assessment conclusion

 

 

 

 

 

 

o        No major impact

o        Need to assess location of disabled bays in car parks

o        Membership of safer parking scheme will hopefully reduce potential fear of crime.

Monitoring timetable

o        Items have been identified in recent parking service report and progress will be monitored as part of implementing the recommendations of that report.

o        All staff will have completed equalities training by March 2008

o        Some car parks to have achieved the ‘Safer Parking’ award

o        Assessment of location of disabled parking bays within car parks and access to facilities served by the car park to completed by June 2008
