Historical Planning Context

 

The previous Havant Borough Local Plan was adopted in June 1994. The Plan covered the whole Borough except for Havant, Waterlooville and Emsworth town centres for which separate local plans were prepared;
 
  • Waterlooville Town Centre Action Area Local Plan ( WTCAALP ) (Jan 1995)
  • Emsworth Town Centre District Plan ( ETCDP ) (June 1983)
  • Havant Town Centre Action Area Plan (Nov 1980)
The Council prepared the new Havant Borough District-Wide Local Plan ( HBDWLP ) adopted September 2005 to replace the adopted Local Plan and town centre plans.

The HBDWLP is saved under the emerging planning reforms (Planning and Compulsory Purchase Act) and will retain development plan status for three years after adoption. Under the Planning and Compulsory Purchase Act, commenced in September 2004, local plans will be replaced by Local Development Frameworks. These Frameworks will comprise of a series of Local Development Documents, some of which will have development plan status and be subject to independent examination (development plan documents), and others which will provide additional guidance and be known as supplementary planning documents.
