The footway works and associated landscaping began on Monday 3rd
March 2008. Street lighting works started the week beginning
10th March 2008.

What is the New Growth Points Fund?
The New Growth Points initiative is designed to provide support
to local communities who wish to pursue large scale and sustainable
growth, including new housing, through a partnership with
Government.
The Government invited local authorities to submit strategic
growth proposals which were sustainable, acceptable environmentally
and realistic in terms of infrastructure to be assessed by

What will it be spent on?
In Havant the bid focusses on improving Park Road in Havant Town
Centre to create a high quality entrance to the Town Centre,
improving perceptions and increasing civic pride. The total
programme of works along the whole of Park Road (North and South)
will be delivered in phases over the next 5 years. Further
contributions to complete the planned programme of works along Park
Road South will be secured from development proposals identified in
the HTC UDF. Some of the proposals will be directly delivered as
part of developments.
Some of the objectives as set out in the bid are as follows:
- Resurfacing of pedestrian foot-ways
- Rationalisation of unnecessary street clutter
where possible
- Replacement of pedestrian guard rails
- Improved crossing points
- Creation of a new focal space at the junction
with West Street
- Extension of decorative railings to
match those at Havant Park Entrance on opposite side of road.
- Introducing street trees and other
landscaping to create a ‘boulevard’ effect
- New decorative street lighting and banners to
create cohesive ‘boulevard’ effect
- Landscaping of part of the Lavant stream at
the corner of Havant Park
The aim of this project is to turn a stretch
of Park Road from a bypass that is uninviting to pedestrians and
acts as a barrier between two parts of the Town into a more
welcoming ‘street’ that encourages activity and movement. It will
link development and substantial car parking on the west of the
town to the main core of the town on the east. It will also
be a prestigious entrance to the Town. The design and
appearance of the improvements will result in a safer environment
for pedestrians.
The project developed from the Havant Town
Centre Urban Design Framework (HTC UDF). The principle of improving
Park Road and minimising the barrier it creates was identified as a
key priority in stimulating regeneration in the Town Centre. The
funding will deliver a phase of improvement work to Park Rd North,
specifically covering the items covered in the list above, and is
part of a wider programme of investment that is funded from
developer contributions, Liveability Programme, and Area Investment
Fund.
The ODPM’s Liveability Fund has already
contributed towards improvements to the Park as part of the HTC
UDF.
The Park Road scheme will directly
contribute to the delivery of the Havant Town Centre Urban Design
Framework. It will lay some of the groundwork for bringing forward
developments on Park Road South, Market Parade and other sites
highlighted in the HTC UDF.
