Glossary of Terms

 

Adoption

This follows the examination when the local authority has received the Inspector's binding report.

 

Affordable Housing

Affordable housing includes social rented and intermediate housing, provided to specified eligible households whose needs are not met by the market. Affordable housing should:

  • Meet the needs of eligible households including availability at a cost low enough for them to afford, determined with regard to local incomes and local house prices
  • Include provision for the home to remain at an affordable price for future eligible households or, if these restrictions are lifted, for the subsidy to be recycled for alternative affordable housing provision (source: PPS 3, 2006)

Code for Sustainable Homes

 

The Code for Sustainable Homes measures the sustainability of a new home against categories of sustainable design.

 

Community Strategy

 

A document produced by the Havant Community Partnership ( HCP ) which sets out the main priorities that partners and residents have for the borough. The partnership includes a range of local government organistations such as the Police, the Council, the Health Service, local businesses, community and voluntary groups.

 

Core Strategy

The Core Strategy is the overarching document for the Local Development Framework which sets out the key elements of the planning framework for the area. It comprises a spatial vision and strategic objectives for the area; a spatial strategy; core policies; and a monitoring and implementation framework with clear objectives for achieving delivery.  The Core Strategy was adopted in March 2011.

 

Decentralised Energy

Energy supply from local renewable and local low-carbon sources (i.e. on-site and near-site, but not remote off-site) usually on a relatively small scale. Decentralised energy is a broad term used to denote a diverse range of technologies, including micro-renewables, which can locally serve an individual building, development or wider community and includes heating and cooling energy. Deliverable

A site is available now, offers a suitable location for housing development, and there is a reasonable prospect that housing will be delivered on the site within five years from the date of adoption of the plan. Developable

A site should be in a suitable location for housing development, and there should be a reasonable prospect that it will be available for and could be developed at a specific point in time.   (Source: Strategic Housing Land Availability Assessments: Good Practice Guide, 2007)

 

Development Delivery (Allocations) Plan Document Sites identified for development which accord with the overall vision in the Core Strategy.  Informally known as the Allocations Plan.

Employment Land Review ( ELR )

 

Provides background information on the employment floorspace requirements for the borough.  It highlight gaps in the supply of employment land and identifies what action is needed to improve the quantity and quality of new floorspace to meet the borough’s requirement.

 

Examination

The independent examination into the soundness of the plan carried out by the Planning Inspectorate.

 

Gypsies and Travellers

 

 

Gypsy: Members of Gypsy and Traveller communities. Usually described as Romany (English) Gypsies. The term is not acceptable to all travellers.

 

Traveller: Member of travelling community. Often used to refer to Irish Travellers. The term is generally acceptable to all Gypsies and Travellers.

 

Havant Borough District-Wide Local Plan ( HBDWLP )

 

The previous adopted plan for Havant Borough which was adopted in 2005.   Largely replaced by the Core Strategy in March 2011.  Some policies from the Havant Borough District-Wide Local Plan have been carried through to the adopted Core Strategy.

Housing Market Assessment ( HMA )

 

Provides information on the level of need and demand for housing.

Housing Strategy

Provides an analysis of Havant’s housing market which identifies the key issues requiring action over the next five years and establishes a framework for action by a range of partner organisations with clear priorities against which progress can be measured.

 

Infrastructure

Includes transport (airports, ports, roads, rail), housing (affordable housing, gypsy and traveller sites); education facilities; health (acute care, general hospitals, mental hospitals, health centres/primary care trusts and ambulance services); social infrastructure (supported accommodation, social and community facilities, sports centres, open spaces, parks and play spaces); green infrastructure (outdoor recreation, sports facilities, parks, gardens, allotments, canals, waterways); public services (libraries, cemeteries, emergency services); utility and waste (supply and wastewater treatment); flood defences.

 

Integrated Impact Assessment An Integrated Impact Assessment is an assessment tool designed to align activities of the council with the corporate and community priorities for the borough.
 

Landscape Character Assessment ( LCA )

An integrated assessment carried out by consultants on behalf of Havant Borough Council, Hampshire County Council and the Countryside Agency.  The assessment identifies the variety of historic, landscape, ecological, social, economic and cultural factors that have created the distinctive character of Havant Borough and categorises the borough into different landscape character areas.

 

Local Development Framework ( LDF )

The Local Development Framework comprises a portfolio of documents including the Core Strategy, Allocations Development Plan Document, Statement of Community Involvement, Annual Monitoring Report, Area Action Plans and Supplementary Planning Documents.

 

Local Development Scheme ( LDS )

 

A public statement of the local planning authority’s programme for the production of local development documents.

 

Major Development Area ( MDA )

 

A strategic allocation comprising housing, employment and community facilities.

 

National Land Use Database ( NLUD )

A central database of previously developed land in England which is maintained by English Partnerships and Department of Communities and Local Government.

 

Open Spaces Audit

An audit of open spaces within Havant Borough carried out by consultants in 2006.

 

Partnership for Urban South Hampshire ( PUSH )

 

The name given to the partnership of 11 local authorities in the South Hampshire sub-region which has been designated at a growth area in the South East Plan.

 

Permanent site (for Gypsies and Travellers)

 

Gypsy and Traveller site providing rented pitches on the equivalent basis of a rented house.

Planning and Compulsory Purchase Act 2004

 

The Planning Act which introduced the new changes to the planning system.

Previously Developed Land ( PDL

Previously-Developed Land is that which is or was occupied by a permanent structure, including the curtilage of the developed land and any associated fixed surface infrastructure.The definition includes defence buildings, but excludes:

  • Land that is or has been occupied by agricultural or forestry buildings
  • Land that has been developed for minerals extraction or waste disposal by landfill purposes where provision for restoration has been made through development control procedures
  • Land in built-up areas such as parks, recreation grounds and allotments, which, although it may feature paths, pavilions and other buildings, has not been previously developed
  • Land that was previously-developed but where the remains of the permanent structure or fixed surface structure have blended into the landscape in the process of time (to the extent that it can reasonably be considered as part of the natural surroundings).

There is no presumption that land that is previously-developed is necessarily suitable for housing development nor that the whole of the curtilage should be developed. (Source: PPS 3, 2006).

 

Registered Social Landlord ( RSL )

A provider of publicly subsidised housing registered with the Housing Corporation (previously known as housing associations).

 

Renewable Energy

Energy derived from sources that do not deplete natural resources. Examples include solar, wind, and geothermal energy from the Earth’s core.

 

South East Plan

The Regional Spatial Strategy which sets out the vision and development needs for the South East area.  To be revoked on adoption of the Localism Bill. 

 

Statement of Community Involvement ( SCI )

The Statement of Community Involvement sets out the standards to be achieved by the local authority in involving the community in the preparation, alteration and continuing review of all local development documents and planning applications.

 

Strategic Flood Risk Assessment ( SFRA )

Local Authorities, in conjunction with the Environment Agency, are required to carry out an SFRA . Initially it will be used to refine information on the areas that may flood, taking into account other sources of flooding and the impacts of climate change.  The SFRA should form the basis for preparing appropriate policies for flood risk management, development allocations and the development management process.

 

Strategic Housing Land Availability Assessment ( SHLAA )

 

An assessment of the land available within an area for housing development.

Submission

The final stage in the preparation of Local Development Documents when they are sent to Central Government for examination.

 

Sustainability Appraisal ( SA )

Sustainability appraisal is as a systematic and iterative appraisal process. The purpose of sustainability appraisal is to appraise the social, environmental and economic effects of the strategies and policies in a local development document from the outset of the preparation process.

 

Sustainable Urban Drainage Systems ( SUDS )

Alternatives to the traditional ways of managing runoff from buildings and hardstandings. They are designed to improve the rate and manner of absorption by water of hard and soft surfaces, in order to reduce the total amount, flow and rate of surface water that runs directly to rivers through stormwater systems.

 

Transit site (for Gypsies and Travellers)

A Gypsy and Traveller site intended for short term use by Gypsies and Travellers. The site is normally permanent, while its residents are temporary and a maximum period of stay of up to three months is usually imposed. They provide Gypsies and Travellers with authorised places to stop whilst actively following their nomadic traditions.

 

Urban Area

Term used to describe the existing built up area in Havant Borough which is identified in the Havant Borough District-Wide Local Plan.

 

Urban Capacity Study

Old style housing studies which assessed the amount of land within the existing urban areas. These have now been replaced by Strategic Housing Land Availability Assessments ( SHLAA ).

 

Urban Extensions

Areas of land adjoining the existing urban areas which could be considered for future development.

 

Windfalls

Housing sites which are not identified in a plan and come forward unexpectedly.
