Affordable Housing
|
Affordable housing includes social rented and
intermediate housing, provided to specified eligible households
whose needs are not met by the market. Affordable housing
should:
- Meet the needs of eligible households including availability at
a cost low enough for them to afford, determined with regard to
local incomes and local house prices.
- Include provision for the home to remain at an affordable price
for future eligible households or, if these restrictions are
lifted, for the subsidy to be recycled for alternative affordable

|
The Core Strategy is the overarching document
for the Local Development Framework which sets out the key elements
of the planning framework for the area. It comprises a spatial
vision and strategic objectives for the area; a spatial strategy;
core policies; and a monitoring and implementation framework with
clear objectives for achieving delivery.

Decentralised Energy
|
Energy supply from local renewable and local
low-carbon sources (i.e. on-site and near-site, but not remote
off-site) usually on a relatively small scale. Decentralised energy
is a broad term used to denote a diverse range of technologies,
including micro-renewables, which can locally serve an individual
building, development or wider community and includes heating and

|

Havant Borough and categorises the borough into different landscape
character areas.

Previously Developed Land

PDL
)
|
Previously-Developed Land is that which is or
was occupied by a permanent structure, including the curtilage of
the developed land and any associated fixed surface
infrastructure.The definition includes defence buildings, but
excludes:
- Land that is or has been occupied by agricultural or forestry
buildings;
- Land that has been developed for minerals extraction or waste
disposal by landfill purposes where provision for restoration has
been made through development control procedures;
- Land in built-up areas such as parks, recreation grounds and
allotments, which, although it may feature paths, pavilions and
other buildings, has not been previously developed;
- Land that was previously-developed but where the remains of the
permanent structure or fixed surface structure have blended into
the landscape in the process of time (to the extent that it can
reasonably be considered as part of the natural surroundings).
There is no presumption that land that is
previously-developed is necessarily suitable for housing
development nor that the whole of the curtilage should be

)

Local Authorities, in conjunction with the
Environment Agency, are required to carry out an
SFRA
. Initially it will be
used to refine information on the areas that may flood, taking into
account other sources of flooding and the impacts of climate
change. The

should form the basis
for preparing appropriate policies for flood risk management,
development allocations and the development control process.

Assessment (

)
|
An assessment of the land available within an
area for housing development.

Submission
|
The final stage in the preparation of Local
Development Documents when they are sent to Central Government for
examination.

Sustainability Appraisal (
SA
)
|
Sustainability appraisal is as a systematic
and iterative appraisal process. The purpose of sustainability
appraisal is to appraise the social,
environmental and economic effects of the strategies and policies
in a local development document from the outset of the preparation
process.

Sustainable Urban Drainage Systems
(
SUDS
)
|
Alternatives to the traditional ways of
managing runoff from buildings and hardstandings. They are designed
to improve the rate and manner of absorption by water of hard and
soft surfaces, in order to reduce the total amount, flow and rate
of surface water that runs directly to rivers through stormwater
systems.

|
Transit site (for Gypsies and
Travellers)
|
A Gypsy and Traveller site intended for short
term use by Gypsies and Travellers. The site is normally permanent,
while its residents are temporary and a maximum period of stay of
up to three months is usually imposed. They provide Gypsies and
Travellers with authorised places to stop when actively following
their nomadic traditions.

Urban Area
|
Term used to describe the existing built up
area in Havant Borough which is identified in the Havant Borough
District-Wide Local Plan.
|
|
Urban Capacity Study
|
Old style housing studies which assessed the
amount of land within the existing urban areas. These have now been
replaced by Strategic Housing Land Availability Assessments
(
SHLAA
).

Urban Extensions
|
Areas of land adjoining the existing urban
areas which could be considered for future development.
|
|
Windfalls
|
Housing sites which are not identified in a
plan and come forward unexpectedly.
