Holding an Event
To assist organisers with event planning Havant Safety Advisory
Group (SAG) have prepared Guidance for Organisers on

If you are organising a sporting event taking place on a highway
the Home Office have published the "Good Practice Safety Guide for
small and sporting events taking place on the highway, roads and
public places" - (1.3mb,
PDF) that
you will find particularly useful.
An organiser may complete an Notification of Event form online
if that is convenient. Alternatively the forms are available below
to print off as a hard copy.
The Havant
SAG
Guidance gives general advice regarding the safety considerations
when arranging any type of event. Because we expect an organiser to
complete and retain a written risk assessment for future reference
a template risk assessment form, and details on how to complete it,
is available below to copy or print.
For many types of event there is a great deal of organising
involved which includes considering licensing issues and road
closures etc. The
SAG
asks for six months' notice of events likely to attract more than
500 people. Three months notice is required for events with
attendances of fewer than 500 people. The event could be
jeopardised if insufficient notice is given.
SPECIAL NOTE: Havant
SAG
is not responsible for giving
permission to use Council land or granting licenses for events. If
any organisation or community group wishes to use any park or open
space that is managed by the Council they should request permission
from Havant Borough Council, Civic Offices, Civic Centre Road,
Havant PO9 2AX, email customer.services@havant.gov.uk
Where a licence is required an application must be submitted
separately to the licensing authority licensing@havant.gov.uk.
Some types of event will require you to attend one of the
SAG
meetings to discuss
your proposals. Other smaller events may not require your
attendance.
