Six car parks across the borough have been given a Park Mark seal of approval. The award is promoted by the Association of the Chief Police Officers (ACPO) and managed by the British Parking Association.

 

Each car park is independently vetted by the Police Crime Prevention Officer and is designed to reduce crime and the fear of crime in car parks to create a safer environment for drivers, passengers and their vehicles.

 

The nationally recognised Park Mark Award shows the facility is properly managed, maintained and has appropriate levels of surveillance, lighting, signage and cleanliness: all of which contribute to reducing the opportunity for crime.

 

The car parks in the borough that have received the Park Mark Award are:

 

Civic Offices – East, Havant Staff Car Park

Civic Centre – East, Havant (Leisure Centre Car Park)

East Pallant - Havant

Elmleigh, Elmleigh Road, Havant

Prince George Street, Havant

Wellington Way, Waterlooville

 

 

Parking enforcement changes

Since the introduction of Decriminalised Parking Enforcement almost three years ago, the council enforces many of the duties relating to on-street parking that were previously undertaken by the police.

 

From 31st March 2008, section 6 of the Traffic Management Act 2004 requires that parking penalties be charged at different amounts according to the seriousness of the contravention.

 

This means Havant Borough Council and other local authorities have to introduce a new system for Penalty Charge Notices (PCN) that relate to the seriousness of the contravention. These charges have been set nationally by the Secretary of State.

 

The higher penalty will be charged at £70, with a discount if payment is made within 14 days to £35. The lower penalty is set at £50, reduced to £25 if made within 14 days.

 

Examples of the higher penalty are: parking on zig zag lines (both crossing and schools), parking on double yellow lines and at bus stops.

 

Examples of the lower contraventions are expired pay and display tickets and overstaying time limit in a free parking bay.

 

Also from 31st March Havant Borough Council Parking Attendants will be known as Civil Enforcement Officers and will have the ability to enforce the penalty for parking on all zig zag markings.
