The council has a duty under the Environmental Protection Act 1990 section 149 to collect and detain stray dogs. Stray dogs are returned to their owner provided the owner can be identified (by the dog wearing a collar and tag or if they are microchipped). If the owner can't be identified the dog is taken to the Council's kennels or if deemed more appropriate, placed in foster care (if a suitable placement can be found).
If they remain unclaimed after seven days the Council has a duty to dispose of them which is normally by rehoming if a suitable home can be found or via a rescue society.

If a dog is in the finder's possession and remains unclaimed after 28 days the finder is allowed to keep it providing the conditions are appropriate.
