Evidence Base Studies
The policies prepared by a local planning authority should
be founded on a thorough understanding of the needs, opportunities
and constraints of their area. The evidence base is
critical to the preparation of Development Plan Documents
(
DPDs
). The evidence
base will be relied upon when testing the soundness of
DPD
s at independent
examination.

Employment evidence base for the LDF
Havant Borough Council will work in partnership with the National and Regional transport agencies, such as the Highways Agency, Hampshire County Council, Transport for South Hampshire and the rail and bus providers to improve transport throughout the borough.
Climate change is a major issue for the global and local agenda. In order to adapt to and mitigate the impacts of climate change a range of evidence will be used in the future planning of the borough. These include an energy study to ensure that the growing concern regarding renewable energy, energy efficiency and climate change can be considered as part of the LDF proposals.
A major objective of the LDF is to plan, adapt and mitigate against the risk of flooding and coastal erosion by avoiding development within existing and future flood risk areas. Evidence base includes the North Solent Shoreline Management Plan, Integrated Water Management Strategy and Strategic Flood Risk Assessment
The aim of this theme is to encourage healthier and more active lifestyles, enhance local culture and improve wellbeing. Includes the evidence base for environmental health.
Infrastructure comprises the framework of services and facilities which are essential for the quality of life. It is important that new development is co-ordinated with the infrastructure it requires.

The Landscape evidence base includes the Havant Borough Townscape, Landscape and Seascape Character Assessment, the Landscape Sensitivity Study and the Gaps Study.
