
Introduction
The Crime and Disorder Act 1998, placed an obligation on local
authorities and the police to work together in the development and
implementation of a strategy for tackling crime and disorder.
Within the Act, Section 17 requires local authorities, police
authorities and other agencies to consider crime and disorder
reduction and community safety in the exercise of all their duties
and activities. The causes of crime and disorder are complex
and varied and the Act reflects the view that a partnership
approach is critical in achieving a reduction in crime and
anti-social behaviour.
The Safer Havant Partnership consists of over 25
organisations that are committed to working together to reduce
crime and anti-social behaviour in the Borough of Havant.

Partnership Structure
Dynamic local partnerships with strong leadership are at the the
heart of tackling anti-social-behaviour and crime
effectively. The Safer Havant Partnership consists of a wide
range of statutory and voluntary agencies that are committed
to delivering the Crime and Disorder Strategy. The Strategy
has been developed to take account of the objectives of each of the
partners' strategic plans where they relate to crime and
disorder.
