Planning brief and concept proposals
Procedure Note
In order to provide a consistent approach,
minimise delays to development sites and ensure that Councillors
are appropriately involved, in particular the Council’s
Regeneration and Development Portfolio holder (Councillor David
Guest) in Development Brief/guidelines for allocated and windfall
development sites, the following procedures are proposed.
1. Initial Drafting - The
term Development Guidelines should be used. These will initially be
drawn up by appropriate officers following the Oak Tree
Drive template. The Development Guidelines should set out
the range of adopted Havant Borough District Wide Local Plan
(
HBDWLP
)
policies that affect the site, together with other matters of
established practice, policy interpretation and on/off site
potential.
- The site developer can also be
involved in the initial production of the Development Guidelines,
where they are happy to be involved and are made aware of the
process that will be followed.
- The Development Guidelines will
not prescribe a detailed layout, such detail would be expected to
evolve through the pre-application consultation. It would be
expected to include a diagrammatic plan that suggests access
points, cycle and pedestrian desire routes and areas to be
protected from development for such reasons as trees, flooding,
habitats, utility services, contamination; etc.
2. Formative
Consultation Stage – having drafted the Development
Guidelines, with the developer, where appropriate, the Council’s
Regeneration and Development Portfolio holder should be
consulted. The role of the Regeneration and Development
Portfolio holder in respect of Development Guidelines will be to
influence their content in terms of the design, as he is also the
Council’s Design Champion and wider regeneration benefits.
Such changes to be agreed between the officers and developer, with
the officers providing the link to the developer.
3. Final Draft
Consultation - involve all the Portfolio holders, Ward
members Development Control Committee Chair and Vice Chair. This
will be undertaken on a “for information” basis. The final draft
consultation will be for a period of 10 days and the consultation
should be by email. Hard copies available on request.
4. Finalisation of
Development Guidelines - to be signed off by Regeneration
and Development Portfolio holder taking into account all the
relevant comments from the final draft consultation.

electronic version of final document to be provided by developer
and passed to technical staff to be put on website.
This four stage process will be used for
all development sites allocated in the
HBDWLP
. It is
anticipated that the Development Guidelines will then form the
basis of pre-application engagement with the community. The
pre-application engagement will be undertaken by the developer of
the site. The Council will acknowledge its input in any
pre-application community engagement and have a watching brief over
the progress of this stage.
Policy UA3 and Significant Windfalls
For development sites that come forward under
Policy UA3, Leigh Park, a fuller public participation exercise will
be required in accordance with the principles of
CQP
. This will involve the drawing
up of a Development Brief for particular sites in conjunction with
the community. That Development Brief will require agreement by the
Executive Management Team and the Council’s Executive.
Pre-application community engagement will be expected to be
undertaken on the basis of the Development Brief.
Significant windfall sites outside the UA3
policy area (i.e. as defined in the significant category in the
Council’s Statement of Community Involvement (
SCI
) will require a
Development Brief to be drawn up by the developer in liaison with
the Planning Authority to ensure that all relevant policy issues
are addressed. That Development Brief will require agreement
by the Executive Management Team and the Council’s Executive.
Pre-application community engagement will be expected to be
undertaken on the basis of the Development Brief.
