Pollution Prevention & Control: Industrial Regulation
IPPC
(Integrated Pollution Prevention & Control) identifies controls
for industry to protect the environment.
Not all industrial activity within Havant
Borough requires an authorisation or permit to operate. Those that
do are regulated either by Havant Borough Council, or the
Environment Agency.
The Integrated Pollution, Prevention & Control (
PPC
) Act of 1999
replaces Part 1 of the Environmental Protection Act 1990; shifting
the regulation framework from the authorisation scheme (under the
EPA
), to
the environmental permitting scheme under the Pollution Prevention
and Control Regulations (
PPC
) 2000.

Operators wishing to carry out activities that
are prescribed (listed in the legislation) need to make an
application to the relevant authority (Applying for a permit).

The Local Authority Role
Permits issued by the Local Authority set operating conditions,
which the operator must comply with. Council officers undertake
regular planned inspections to ensure compliance.
There are currently

installations - air, water, land and other environmental
considerations
- 12 part
B
installations (non petrol station) - air pollution
only
- 12 part
B
installations (petrol stations) - air pollution only
The local authority is responsible for regulating only Part
A2
& Part
B
Processes.
The Environment Agency Role
The Environment Agency regulates
specified larger industrial sites referred to as 'part
A
processes' under the
EPA
or 'part
A1
installations' under the PPC Regulations.
Operational conditions imposed by the Environment Agency upon
operators of these activities are aimed at addressing potential
pollution to air, land & the water environment.
There are currently 3 such installations within Havant.
A public register is maintained at the Civic Centre Road Offices
of Part
A1
,
A2
&
B
processes; containing copies / details of:
- Submitted application forms
- Permits
- Enforcement action or formal notices served, and;
- Emissions monitoring data (where appropriate)
Viewing a paper copy of this register is free of charge, however
there may be a fee if you wish to make copies of documentation on
the register.
