Planning Policy Statement 23 ( PPS23 ) is intended to complement the new pollution prevention & control framework under the Pollution Prevention & Control (PPC) Act 1999 and the PPC Regulations 2000.
This policy statement makes it possible for air quality to be treated as a material planning consideration in development control applications, where a development has the potential to affect, or be affected by local air quality conditions.
In particular, developments may be considered in terms of air quality where:
Air pollution considerations do not necessarily hinder the progress of a development control application, however it is often useful to consider undertaking a preliminary air quality assessment prior to making an application for proposals falling into the categories above.
