What is an operator?
An operator is what most customers think of as the 'taxi
company'. In law it is the person who is licensed to provide the
bookings. To do this they will have a place from which they make
their bookings and keep records, eg the company office.
What do I need to apply to be licensed as an
operator?
A standard
CRB
check (this will not
be necessary if a proprietor is already a
HBC
licensed driver), a suitable
premises within the borough for your office and a completed
application form.
How long does a licence last?
Up to a year but all operator licences expire on 31st March each
year no matter when they are issued during that licensing year. The
licence is charged at the full fee throughout the year.
May I sub-contract bookings to other operators?
Yes but only to other operators licensed in the Havant
Borough. You cannot take a booking for or pass a booking on
to any operator outside the Borough.
Who is responsible to the customer for the booking, the driver
or the operator?
The operator is always responsible as the contract is between
the operator and the customer. Where an operator sub-contracts the
job to another operator, the original operator remains responsible
for ensuring the contract is properly fulfilled.
Do I need to keep a record book of all the bookings I
take?
Yes, full details of what is required are contained in your
Operator Licence.
Do I need a separate licence for each premises from which
I operate?
Yes, although an operators licence is a personal licence,
it applies to a particular premises.
