4.0 Local planning context
HOUSING
The draft South East Plan (policy SH12)
proposes the development of 6,301 dwellings in the Borough between
2006 and 2026, an average of 315 per year. An estimated 17-25 per
cent of these will have to be built on greenfield sites depending
on the capacity of the urban areas. The provision of public
utilities and social infrastructure will be one of the factors in
the location of greenfield housing sites. In addition to the
housing requirement, there will be a need for additional employment
land, some of which may be required on greenfield sites.
Whilst 6,301 dwellings are proposed to be
built up to 2026, forecasts show the Borough’s population
increasing by only 3,033 up to 2026. The migrational aspects
of the population forecasts are not a matter for this study.
However, it is clear that certain areas will experience increasing
population pressures on their infrastructure whilst others will
decline. The management of this situation will be a major
challenge for the service providers.
Map 1 identifies Areas of Potential
Development comprising five main built up areas and nine greenfield
areas.
EMPLOYMENT
The Sub-Regional Policy Framework in the draft
South East Plan does not refer to any specific level of
development, sites or type of employment in the Borough. However,
it is currently estimated that the Local Development Framework will
need to allocate between 5 and 10 ha of employment land up to 2026
(Core Strategy Issues and Options Further Consultation and
Questionnaire March 2007). It is likely that sites in the
greenfield areas will be required. The draft South East Plan policy
SH 6 (iii) refers to land being provided “…in the larger urban
extensions and other greenfield sites with high accessibility…”
This could include consideration of the expansion of the Havant
Borough District-Wide Local Plan (
HBDWLP
) proposal
at Dunsbury Hill Farm and other greenfield locations with direct
motorway access.
