Commemorative Seats
As part of the Public Realm Design Framework, the council
has begun work to standardise street furniture across the
borough, for example, benches and seats that occupy public
spaces in Havant. This improves the look of our streets by
creating local distinctiveness and makes replacement and
maintenance more efficient and cost effective.
There are many requests for seating in our cemeteries,
beachlands and on highways, town centres and coastline locations.
Unfortunately some of the most popular locations have several
seats with commemorative plaques so to avoid over cluttering of our
open spaces or highways, the council often cannot add more
street furniture. We are currently investigating tree donations for
our parks and suitable open spaces as an alternative option.

If you have an enquiry then please contact our Customer Services
Team who will pass the enquiry onto the relevant officer. The
officers will have to check land ownership before agreeing a site,
and they also liaise with local groups and adjacent residents and
landowners before the installation of any seating to ensure that
everyone is happy with the location. A donation seat can cost
anything between £400 to £1000 including installation and
plaque.
Our seating policy generally requires that the
donatee to sign an agreement as a record of acceptance and
agreement that the council will not be responsible for any future
costs or liabilities resulting from maintenance theft or any other
damage caused by or to the plaque. It should be borne in mind that
the council cannot maintain the seat in perpetuity, but will
maintain it for its normal lifespan.
In line with our guidelines for woodland burials we request that
no memorials or floral tributes of any kind are left on memorial
seats. The council reserves the right to remove any item
placed on or near a memorial seat without prior notice or
right of appeal.

Cemeteries: Due to the demand
and the lack of space in a number of our cemeteries it is no longer
possible to accept benches donated solely by individuals.
However an arrangement has been made to enable
individuals/families to give donations for benches. A special
income fund has been established. Once the required amount
has been received for a suitable bench one will be purchased and
installed. No more benches are possible in the “old” part of
Warblington Cemetery but are especially welcome in the new
extension. There are no more opportunities at Waterlooville
Cemetery. Havant Cemetery has room for a small number.
The council will ensure the benches are from a
sustainable source and will be of a suitable construction to last
for many years.
