The Housing Service

 
The Housing Service is an essential part of Havant Council, and makes an important contribution to the boroughs quality of life. The services has strong links with all organisations in the borough which make a contribution to housing. The Council transferred its housing stock to a housing association in 1994, and has funded a development programme which has produced over 1000 new housing association homes in the last 10 years. In May 2006 Havant Council took back ownership of the Havant Housing Register.
 
The Housing Options Team delivers its services from the Council's Civic Offices in Havant.
 
The services the Housing Options Team provide include :
  • offering housing options advice to anyone who needs housing 
  • offering advice and assistance on making an application to the Havant Housing Register
  • nominate applicants with the highest priority to Housing Association properties 
  • homelessness assessments and the provision of temporary accommodation
  • helping with access to private rented accommodation through the supported tenancy scheme
  • delivery of the Council's Homelessness Strategy 2003 -2008
  • delivery of the Council's allocations policy
  • Supporting People: Floating Support Services in Havant

 

All social housing in Havant is in short supply. This shortage means that most people will have to wait for several years before that can be helped. Most of the advice offered by the Housing Options Team is about helping people find suitable accommodation in the private rented sector or helping people keep their own accommodation.

Drop in

Call in to the Housing Service  at the Civic Offices in Havant between 09:00 and 17:00, Monday to Friday. It is not always necessary to book an appointment for an interview with a Housing Advisory Officer, although at busy times, you may have a short wait.

Quality

 
Housing services are regularly reviewed to ensure that the highest quality service is delivered at the most cost effective price. This commitment is tested by the Governments Housing Inspectorate. This service was last inspected in 2000 and received a fair rating.
 

Homelessness

 

What are your rights as a homeless person?

 

Havant Borough Council has duties under the Housing Act 1996 to help people who are homeless. Once the Housing Service becomes aware of your homelessness there is a duty to try to prevent you becoming homeless. If you do become homeless the service would  look to help you find somewhere to stay in the short term whilst it makes enquiries to see whether you meet the Housing Act's criteria. If the decision is that you are homeless, eligible for assistance, in a priority need group, not intentionally homeless and have a local connection you are "accepted" by the Council as a homeless household and the duties outlined in the Housing Act apply to you. This means that you will be provided with temporary accommodation and your application awarded reasonable priority on the Havant Housing Register.
 
If the Housing Service does not accept you as a homeless household it will still provide you with advice and assistance to help you find somewhere to live.
