Officers of Havant Borough Council

 

The day to day operation of the Council is handled by officers - the employed staff of the Council. The officers ultimately report to the 38 elected Councillors, through the Chief Executive who is the 'Head of Paid Service'.

 

For operational efficiency, the staff of the Council is divided into a number of Teams which sit within a Service area.  The services we provide are the responsibility of a particular 'team' of people (which may range in number from one to dozens depending on the nature of the service).

The key task of these teams is to help the Council improve its performance and to plan for a better borough in 2020. All of the functions and resources necessary to drive good performance across the organisation are concentrated within these teams. They will be expected to work with the other groups to provide frameworks for supporting staff to perform at their best and for using the financial and other resources of the Council to achieve our priorities.

The key task of these teams is to improve services to citizens of Havant Borough. The vast majority of outfacing services to the public are included in these teams. This will give managers and staff the opportunity to use resources flexibly, respond quickly to priorities and seek out new ways of delivering better services.
