Officers of Havant Borough Council
The day to day operation of the Council is
handled by officers - the employed staff of the Council. The
officers ultimately report to the 38
elected Councillors, through the Managing
Director who is the 'Head of Paid Service'.
For operational efficiency, the staff of the
Council are divided into a number of Teams. The services we provide
are the responsibility of a particular 'team' of people (which may
range in number from one to dozens depending on the nature of the
service).

(business development, community regeneration, housing
services)
- Head of Customer and Support Services - David
Bridges (customer care, property services, corporate
support, democratic services, legal and electoral services)
- Head of Organisational Development - Tim
Slater (marketing and communications, business
transformation and
ICT
, strategic
and community partnerships, performance management, human
resources, planning policy and urban design)
The key task of these teams is to help the Council improve its
performance and to plan for a better borough in 2020. All of the
functions and resources necessary to drive good performance across
the organisation are concentrated within these teams. They
will be expected to work with the other groups to provide
frameworks for supporting staff to perform at their best, and for
using the financial and other resources of the Council to achieve
our priorities.

Hughes (environmental health, environmental quality,
waste and resources)
- Head of Resources - Nigel Smith
(finance, audit, revenues and benefits, procurement,
payroll)
- Head of Development Services - Jackie
Batchelor (development control, building control, land
charges, traffic engineering, transport and implementation,
car parking, coastal engineering)
The key task of these teams is to improve
services to citizens of Havant Borough. The vast majority of
outfacing services to the public are included in these teams. This
will give managers and staff the opportunity to use resources
flexibly, respond quickly to priorities, and seek out new ways of
delivering better services
