Milton Roads shops

Majority of works complete including anti-skid surfacing, tree planting, new street furniture and paving.

 

The vehicle crossings on the opposite side of the road have been re-formatted and reinstated with new edgings and tree planting to improve traffic situation and provide a more pleasant street scene.

January 2007
Following the Christmas break, Phase 2 work will recommence on 8th January with the building of the mini-roundabout at Eagle Avenue, followed by road surfacing and reconfiguring the paths and driveways opposite the shops. This should be complete by the middle of February, weather permitting.
 
The last element will be new decorative light column (similar to those used in Waterlooville) and tree planting later in the spring.

Major paving works and eschalon parking bays complete.

 

Background

Work started as planned on 30th October 2006. Balfour Beaty have made good progress starting from the north of the shopping parade, and working their way south have reached the junction with Eagle Avenue. This section has involved building new parking bays and repaving the area in front of the shops.

History of Milton Road/Eagle Avenue Shops Strategic Project

 

October 2006
Work will commenced on the scheme on Monday 30 October and are programmed for approximately 12 weeks. Neighbouring residents will receive details of the construction programme shortly by letter. Contractors are Balfour Beatty Infrastructure Services Ltd. An up to date plan showing the scheme will be displayed in Cost Cutter's window and on this web page below.

October 2006
Funding issues resolved. Scheme progressing thanks in part to a £9.000 contribution from the Waterlooville North Community Board and £25,000 contribution from Hampshire County Council
June 2006 The scheme is progressing and is now programmed to begin towards the end of Summer. The delay caused by some funding issues has now been resolved using funds from other Liveability projects which have come in under budget.

 

Consultants, Terra Firma have produced sketch designs for improvements to parking and shop fronts.

At present two shops are boarded up which creates a bad image. The traffic is too fast along Milton Road and is unsafe for reversing cars and the car park could do with upgrading.
The street is bleak, impersonal and needs softening and colour. Teenagers sometimes gather on the stairwells which can be threatening to residents and shoppers alike, and the bus shelter on Eagle Avenue suffers from vandalism.

From the information gathered here Terra Firma have produced a Masterplan that aims to address some of these issues in the following way:
 
Traffic Calming
  • Mini Roundabout
  • Pedestrian refuges in middle of road
  • Road narrowing at corners and on approach to shops
  • Rumble strips/ sinusoidal paving
 
Security Improvements
  • CCTV cameras for shops fronts and car park out back
  • Lighting bollards to add low level lighting out front in evenings
  • Prickly hedge along north property wall
  • Infill stairwells underneath to prevent fly tipping
  • Private/secure doors/gates for base or top of stairwells (residents only)
  • Close off alley at north end - residents use only
 
Parking and Access Improvements
  • Redo parking at front of shops -  realign and resurface
  • Remove parking from opposite side of street (kerb built accordingly)
  • Move bus stop further north along Milton road for access to residence
  • Height barrier with "Car Park" sign attached to front of alley
  • New finger signpost opposite for Car park
  • Resurface car park out back and mark out bays
  • Provide 2 no. disabled parking bays with dropped kerbs
  • Reinstate bus stop sign on Milton Road where none present
  • Provide gate to back entrance to car park (deliveries only)

An exhibition of the designs and cost options resulting from this workshop was shown in the window of the Costcutter. Members of the Design Team and HBC officers were present to answer questions about the scheme. The community prioritised the elements of the design using a short questionnaire. These elements will be delivered using Liveabililty money. The final design will be displayed on site prior to construction starting later in the year.
