8 Monitoring
8.1 Monitoring reports on development and the delivery of
sustainable development in Havant Borough have been have been
published on an annual basis since 2000/01. The HBDWLP has a
monitoring schedule which sets out indicators and targets for
assessing the delivery of policies in the Plan – this is included
as Appendix 7. This framework of indicators has now been
supplemented by the requirements of the Annual Monitoring Report
(AMR) required from 2004/5 onwards as part of the new planning
system.
8.2 Due to the broad nature of Policy UA3 there are no
specific indicators for measuring progress in HBDWLP. However, it
is considered that the comprehensive list of national Core
Indicators required for the Annual Monitoring Report and the Local
Indicators adopted in the HBDWLP provide a sufficiently wide
ranging basket of measures to assess the progress in Leigh Park.
For example, the 2004/05 monitoring report contains detailed
information on issues in Leigh Park such as significant employment
sites left vacant (Procter & Gamble), housing sites which are
being brough forward for development (Park House Primary School)
and retail issues (Leigh Park District centre). There are therefore
effective means in place by which the proposals of this
Supplementary Planning Document will be monitored.
