Regulation 19 refers to the adoption of supplementary planning documents ( SPD ). This regulation requires inter alia that as soon as reasonably practicable after the local planning authority adopt an SPD they must prepare a statement which sets out:
 
  1. a summary of the main issues raised in the representations, and
  2. how these main issues have been addressed in the SPD

 

The SPD was adopted by Havant Borough Council on 26 July 2006 in accordance with the Planning and Compulsory Purchase Act 2004.

 
The following summary is the same as Appendix 2: Consultation Responses which was considered by the Executive on 11 May 2006 and by the full Council on 26 July 2006.
 
CONSULTATION METHODS AND LEVEL OF RESPONSE
 
A total of 595 letters were posted to:
  • Specific Consultation Bodies (as set out in Appendix E of PPS 12)
  • Voluntary Groups
  • Local Groups
  • Commercial Consultees
  • Residential Consultees
  • Other Consultees

22 replies were received in writing of which 11 were from Specific Consultation Bodies as set out in Appendix E of PPS 12.
 
A total of 1,250 leaflets were printed and distributed at venues across Leigh Park. Some 1,000 leaflets were handed out.
 
A total of 20 posters were displayed across Leigh Park.
 
Three radio broadcasts included interviews with a Council Officer.
 
Exhibitions were held at 10 locations across Leigh Park.
These exhibitions were staffed for 7.5 days.
 
1 public meeting was held and this was attended by some 35 stakeholders.
 
Between 6 January and 7 February 2006 there were a total of 405 'hits' on the Leigh Park Strategic Framework home page.

Some guidelines militate against innovative design.

Havant Thicket Reservoir will provide employment particularly for tourism. This is part of the overall cost /benefit calculation.

Flooding: Point 9 (in Appendix 6) could become a tick. Opportunity to reduce runoff to watercourses by the design of sustainable drainage.
Accepted. Appraisal has been amended to incorporate comments and show the positive contribution development can make.
Water Efficiency: The Environment Agency recommends that new development should meet the Ecohomes four star rating for water efficiency.Stable abstraction will have positive impacts on themes in appendix 6 including biodiversity, consumption of resources and water quality.
