West of Waterlooville Major Development Area
A new community is proposed at West of Waterlooville, one of
four Major Development Areas (MDAs) required by the Hampshire
County Structure Plan 1996-2011 (Review). Policies in both the
Havant & Winchester Local Plans require that the development is
a comprehensively planned, mixed use new community comprising at
least 2000 dwellings, 30 hectares of employment land and associated
physical and social infrastructure.
The development area is situated to the south
west of Waterlooville and abuts the Village of Purbrook to the
south, Brambles Farm in the north and straddles the boundary with
Winchester District.
The majority of the development area is within
Winchester District, but a small part is within Havant Borough.
Winchester City Council and Havant Borough Council are therefore
working in partnership to plan for the new community.
Two planning permissions have now been issued
by both local planning authorities. The permissions are subject to
detailed legal agreements.
Developers George Wimpey (UK) Ltd have outline
permission for the site at Old Park Farm, south of Hambledon Road
in Waterlooville to provide:
- 450 new homes,
- 24 live/work units,
- 7.29 hectares of employment land,
- provision for retail, food and drink, financial/professional
and health,
- areas set aside for recreation and open space,
- the construction of two new accesses from Hambledon Road.
Grainger Trust Plc have outline permission for the
site at Plant Farm to provide:
- 1550 dwellings,
- the provision of 12.5 hectares of employment land (including
B1, B2 and B8),
- 85 live/work units,
- mixed use land including; 7.19 hectares of commercial uses,
land for primary school, a local centre, land for allotments, land
for a cemetery, open space, recreation and play areas,
- construction of three vehicular access points to the public
highway at Maurepas Way, London Road and Milk Lane,
- associated infrastructure including a vehicular link to Old
Park Farm.
Both developments are subject to planning conditions and
obligations. The applications represent the culmination of many
years of negotiations between both local authorities and the
applicants and other bodies, and are an excellent example of
successful joint working between both Councils.
This will of course continue with the ongoing work on conditions
and obligations, and once the development commences, to ensure that
the quality of development that has been proposed is achieved.
Submissions in respect of Design Codes and the first reserved
matter applications for both development areas are expected
shortly.
