5 Priorities of Regional Sustainability Framework and Leigh Park

 
5.1 Consideration of the aspirations of the Councillors and the brief was undertaken to synthesise a set of priority objectives against which the SPD proposed actions could be assessed. The assessment is set out in the table in Appendix 6 and shows that the following 11 IRF objectives scored the highest in relation to both the ten criteria set out in HBDWLP policy UA3 and the Councillors aspirations.
 
  • To ensure that everyone has the opportunity to live in a decent, sustainably constructed and affordable home
  • To develop and maintain a skilled workforce to support long-term competitiveness of the region
  • To raise educational achievement levels across the region and develop the opportunities for everyone to acquire the skills needed to find and remain in work
  • To ensure high and stable levels of employment so everyone can benefit from the economic growth of the region
  • To improve efficiency in land use through the re-use of previously developed land and existing buildings, including re-use of materials from buildings, and encourage urban renaissance
  • To reduce crime and the fear of crime
  • To reduce poverty and social exclusion and close the gap between the most deprived areas in the South East and the rest of the region
  • To create and sustain vibrant communities
  • To maintain and improve the water quality of the region’s rivers and coasts, and to achieve sustainable water resources management
  • To improve accessibility to all services and facilities
  • To stimulate economic revival in priority regeneration areas
5.2 Consideration must now be given to how the proposals of the UDF meet the IRF objectives, with particular consideration of the 11 synthesised objectives listed above.
